D'autre part au hasard des conversations que vous pourrez avoir avec des Américains veuillez laisser entendre que nous avons regretté à Bretton Woods d'être souvent placés devant faits accomplis ou devant des accords survenus (24405) préalablement à la conférence avec les Anglais, les Russes, les Chinois les US etc., tandis que rien n'avait été étudié et convenu avec nous.

## I. Représentant de l'Entr'aide pour Angleterre est le Commandant BOURY. Le délégué de l'Entr'aide dans les territoires libérés est M. PRIGENT qui se trouve auprès de M. COULST. Le représentant du Comité de coordination des Croix-Rouge à Londres (24400) est le médecin général SICE.

## II. Je suis d'accord avec vous pour que l'on expédie rapidement en Normandie des vêtements et layettes.

## III. Les secours destinés à la Normandie doivent être expédiés au Commandant BOURY à Londres qui se chargera de les faire distribuer en Normandie sous le contrôle de l'Entr'aide, (24401) soit par des œuvres privées locales soit par des équipes de secours déjà dans les territoires libérés soit éventuellement par les Amis des Volontaires Français si tel est le désir des donateurs.

M. GEORGES-FICOT n'a jamais été Ministre à Tshoung-King mais seulement représentant dans cette ville de M. NAGIAR, Ambassador, puis de M. KNOWEL, Ministre, résidant l'un et l'autre à Shanghai. Il s'est acquis à ce titre des relations personnelles qui lui faciliteraient les contacts sur plan technique où il se trouverait aujourd'hui placé. Je ne vois pas (23690) en quoi son envol en mission de trois mois, suivant GUINAUT, pourrait surprendre les Chinois ni porter ombrage à qui que ce soit. La envoyée marquerait, mieux que la désignation d'un agent de la BANGDE (DE L'INDOCNINE), l'intérêt que Gouvernement attache à l'esprit économique des choses. C'est précisément, si je comprends bien vos télégrammes, l'objet que vous (23691) poursuivez. A l'échéance de cette mission nous aurons selon toute vraisemblance plus de facilités qu'aujourd'hui pour désigner un agent permanent qui exploite les données recueillies.
