( 7 parts missing) aux F.F.I. il a fait a de prétendus transferts de divisions allemandes d'est en ouest. Mais Moscou ne tient nullement a fournir des armes aux adversaires de M. ROOSEVELT qu'elle estime plus dangereux a sa cause. "La presse britannique" lui sert de menin pour les avertissements de cette nature, tout comme (1783) en 1940 "les puissances occidentales" étaient accusées de vouloir faire des Républiques baltiques une .M. de départ contre l'U.R.S.S., alors que c'est l'Allemagne qui était visée. Des périphrases ne trompent que ceux qui veulent être trompés.
B) Mais il serait ...... voir en ces avertissements le signe d'un jugement déjà porté. De ce qui se passe a ... (1794) Moscou ne paraît pas avoir tiré une fois pour toutes la conclusion que Londres et Washington poursuivent des décisions machiavéliques. Elle apergoit seulement les éléments qui se ...ent. Et elle espère, en attirant l'attention, provoquer de la part des milieux alliés franchement anti-hitlériens une réaction qui remette en bonne voie l'exécution des décisions de Téhéran.

Un état d'effervescence s'accentue ici depuis quelque temps.

Après la tentative avortée de soulèvement militaire il y a quelques jours dont le promoteur, (426) un capitaine d'artillerie, condamné à mort en conseil de guerre, a vu sa peine commuée par le Président de la République en dégradation, (427) des grèves se sont multipliées, suivies la semaine dernière de manifestations populaires contre les assurances sociales dégénérant en sérieuses (428) émeutes devant le palais présidentiel; puis prolongées parmi les étudiants contre la personnalité discutée (et suspecte (429) de sympathies fassistes) du recteur BRITO FOUCHER aboutissant à des émeutes et à l'assaut de locaux universitaires (430) avec 1 mort et 200 blessés et ayant provoqué la fermeture temporaire des facultés ainsi que la démission de BRITO FOUCHER.

Cette effervescence (431) prolongée, dont les causes politiques ne peuvent encore être clairement déterminées, répond à un malaise certain parmi les classes populaires ainsi qu'à une grande misère provoquée par l'(432) accroissement constant du coût de la vie.

On estime dans les milieux informés que cet état de choses, aggravé par la certitude de la profonde (433) corruption des fonctionnaires et des dirigeants politiques, peut amener d'un moment (à l')autre un sérieux mouvement populaire.

L'armée, (à la) (434) tête de laquelle auraient été récemment placés des généraux sûrs, est considérée comme fidèle au Gouvernement, et il paraît peu probable qu'elle accepterait de se (435) laisser entraîner dans une véritable sédition.

Au cours d'une conversation qu'il a eus aujourd'hui avec M. ALPHAND, M. McCL0Y a précisé qu'il n'est pas dans l'intention du Gouvernement américain de lier le moment venu l'octroi de contre-parties politiques (.... de base) au réglement des avantages que nous aurions ainsi acquis grâce à loi du Prêt-Bail. Cette assurance a été donnée après consultation du (4810) Département d'Etat.

Les observations de M. McCL0Y au sujet de la liquidation définitive de l'aide militaire avaient simplement pour but, a-t-il ajouté, de répondre à une certaine remarque d'un de nos experts financiers qui aurait pu faire croire que nous considérions que les fournitures militaires faites par l'Amérique nous étaient en quelque sorte dues, et qu'il convenait de ne pas en tenir compte en faisant la balance des avantages réciproques résultant de (4811) l'accord financier; le Sous-Secretaire d'Etat à la Guerre a simplement tenu à marquer au cours de la négociation l'importance des prestations qui nous (ont été) fournies par les E.S. pour nous permettre de participer activement à la poursuite de la guerre. Telle est l'interprétation qu'il faut donner au projet de procès-verbal que je vous ai communiqué au paragraphe 2 de mon télégramme précité.
