Nous croyons utile au moment où les projets de loi financiers sont soumis à examen du Gouvernement d'ajouter les indications suivantes aux commentaires que nous vous avons précédemment adressés:

I. Il faut entendre par plan B les additions au plan A proposées par nous et acceptées par armée américaine.

II. Seuls seraient payables en dollars les approvisionnements des plans A et B fournis par les E.U. Les approvisionnements fournis par la Grande-Bretagne (4755) seraient payables en livres sterling.

III. Pour apprécier la portée de l'accord il faut rappeler les points suivants:

A Les réquisitions à fournir par la France sont limitées dans toute la mesure possible.

B Les ressources en dollars qui nous seront versées par armée américaine nous serviront à payer notre dette en dollars provenant de l'achat des produits de consommation civile. Il est impossible (4756) de dire dans quel sens s'établira la balance de nos créances et (de nos) dettes. Cela dépendra en effet de la durée et de l'étendue des opérations militaires.

C Si nous sommes en mesure de présenter en temps voulu notre programme ... les arrangements envisagés pourraient nous permettre d'importer soit en Prêt-Dail soit à crédit des fournitures industrielles pour un montant qui (4757) pourrait atteindre et même dépasser $2.000.000. C'est là un facteur essentiel de la reconstruction française qui nous permettra de sauvegarder et d'aménager une grande partie de nos avoirs en dollars.

IV. Nous vous faisons parvenir par un procès in télégraphe les formules dorénavant proposées pour définir les produits qui seraient couverts par le Prêt-Dail ou les arrangements Examination Unit, 10

Le Colonel GULMARTSON, président de la Commission économique américaine, est venu me rendre visite avant son départ. Professeur d'économie politique, docteur en (phil)osophie, ancien ministre à ... et ancien ambassadeur au Chili, il m'a annoncé que le Président venait à nouveau de lui conférer rang d'ambassadeur pour la durée de sa mission. Il m'a assuré de sa sympathie pour notre pays, de son désir de nous aider de son mieux. les frais de manutention etc. mais sans tenir compte du fret.

III. J'ai immédiatement (4888) fait appel car je
ne trouve pas ces propositions satisfaisantes. Je proteste
contre le retard quant au règlement de cette affaire en me

Votre tél. du .M. août relatif aux billets no 2.

I. Mon télégramme 308 FICOM vous a indiqué la composition que j'ai provisoirement donnée à notre nouvelle commande, en demandant en même temps la priorité pour les billets de 500 francs. Il suffit pratiquement pour compléter cet ordre conformément à vos instructions d'y ajouter une tranche supplémentaire de 300 millions de billets de 100 francs, ce que je compte faire incessamment. Je vous retélégraphierai au sujet des délais d'exécution.

II. La commande du mois de mai est en cours d'achèvement, et la (4879) Trésorerie doit m'indiquer prochainement quand les envois pourraient commencer. Il ne serait utile de savoir s'il y a lieu de modifier la répartition envisagée par moitié entre l'Angleterre et l'Afrique du Nord, et s'il y a un ordre de priorité des coupures.

III. Vous voudrez bien noter que la nouvelle commande comportant 900 millions de coupures câdtera environ le (double) de la première, soit environ $2.500.000.

Nous vous envoyons par téléphone séparé le texte d'un projet de mémorandum relatif au Lend-Lease et à l'aide réciproque ainsi qu'un projet de procès-verbal interprétatif des articles 3 et 4 de ce mémorandum.

I. Ainsi que nous vous avons indiqué dans nos télégrammes Diplo 1700 et 1700 il est essentiel au moment où nous prenons la responsabilité d'émettre les nouveaux billets de fixer en même temps les principes de leur paiement et les conditions générales (4662) d'application de l'aide mutuelle en France continentale. Nous croyons cependant que ces principes étant déterminés il convient de renvoyer à une négociation détaillée qui suivra immédiatement la conclusion définitive de l'accord de Lend-Lease et notamment la définition exacte des fournitures qui seront mises par chaque partie à la disposition de l'(M. autre) à titre d'aide réciproque ou à crédit. Cette procédure nous permettra en même temps de poursuivre au plus tôt (4663) la négociation financière dans les conditions mêmes où elle avait été engagée par MONETT à savoir directement avec Département d'Etat et dans l'intervention de la Trésorerie. C'est l'indication qu'ALPHAND a recueillie ce matin même de M. DEAN ACHESON qui venait de rentrer à Washington et qui nous a confirmé son désir d'une conclusion rapide de l'accord prévu dans le présent mémorandum.

II. Lorsque cet accord aura été définitivement mis au point, (4664) la France (au)ra les avantages suivants:

A) paiement en dollars montant net des francs mis à disposition des forces américaines en France pour le paiement de leurs soldes, indemnités et autres évaluations. Nous vous indiquons dans un télégramme séparé ce qu'il faut entendre par "montant net."
