Je me réfère à mon télégramme no 368X d'hier.

L'opinion des attachés militaires américain et britannique rapportée dans votre télégramme no 332 du 20 courant et suivant laquelle le Gouvernement des Soviets s'opposerait, peut-être même formellement, à une entrée en guerre trop tardive de la Turquie, n'est certainement pas dénuée de fondement. Cette intervention militaire turque aurait été précieuse l'année dernière, utile encore au printemps de cette année où elle aurait favorisé l'offensive (1880) soviétique vers la Roumanie. Aujourd'hui elle serait d'un poids médiocre sur le plan militaire, gênerait la patiente action du Gouvernement des Soviets sur le peuple bulgare qu'il tient à ménager en vue d'une réconciliation, voire d'une fédération des peuples slaves des Balkans, permettrait enfin à la Turquie d'acquérir sans grand risque et sans dommage sérieux une place aux côtés des Alliés dans les négociations de paix. Or l'O.R.S.S. préfère avoir les mains libres pour régler directement avec sa voisine diverses (1881) questions dont la solution aurait été beaucoup plus avantageuse pour la Turquie si celle-ci avait apporté le concours qui lui était demandé au moment où les Alliés en avaient le plus besoin. On ne conteste pas ici que la neutralité turque ait été utile aux Alliés autant qu'à l'Allemagne jusqu'au lendemain de Stalingrad, mais que la persistance du Gouvernement turc à se dérober depuis lors à toute coopération avec les Alliés, à (1882) maintenir et même à renforcer ses rapports économiques avec l'Allemagne, à fermer les yeux sur des agissements qu'un gouvernement sincèrement neutre n'aurait pas dû tolérer sur son territoire, à ne pas respecter les engagements pris envers les Alliés (notamment pour l'exportation du chrome et d'autres matières nécessaires à industrie de guerre allemande) a rendu cette neutralité de plus en plus préjudiciable à la cause alliée.

M. MICHELSON s'étant vu refuser autorisation de sortir des États-Unis, a demandé intervention à la délégation en sa faveur auprès d'épartement d'État. Étant donné termes de votre Diplò 573e du 6 mars, je n'ai pu agréer à sa demande et je lui ai fait connaître qu'il lui appartient d'obtenir les autorisations américaines nécessaires. M. MICHELSON prenant alors une attitude sassante a déclaré que dans ces conditions il reprendrait "sa liberté d'action", ce qui signifie sans doute (4025) qu'il se réserve de traiter avec un groupe américain pour la défense de ses intérêts.

Je vous signale que M. PAUL WELL a étudié cette affaire à New York avec MR. TALSUR et DRILLUUIN et qu'il sera à même de vous fournir tous renseignements nécessaires. J'ai tenu à ne pas me laisser entraîner à discuter le fond de la question avec un individu suspect à plusieurs égards et qui nous a produits personnellement la plus défavorable impression.

I. Je vous signale tout d'abord qu'au cours des conversations générales tenues avec HOPPERST et ALPHAND il vous a été indiqué que l'autorité militaire interallie n'avait pas l'intention d'émettre elle-même les timbres-poste de la première tranche laquelle sera (4800) donc en fait entièrement mise à la disposition de l'administration civile.

II. Pour la deuxième tranche je peux être à même de vous donner très prochainement les indications de la Trésorerie américaine sur les délais de réalisation qui pourront probablement être brefs.

III. Ainsi que je vous ai écrit la nombre de couleurs étant limité à 10, certaines des valeurs nouvelles devront porter des couleurs précédemment attribuées à d'autres valeurs. Je comprends que vous (4801) décidez de ne pas vous arrêter à cet inconvénient.

IV. Je vous signale que le 80 centimes devra être ... . Je vous prie de répéter d'urgence votre dernier téléphone en ce qui concerne le 3 francs 40. Celui-ci devrait normalement être rouge, couleur qui a été attribuée au 1 franc 50 dans la première tranche. Votre téléphone parle de suppression, mais a dû être incomplètement transmis.
