De nombreux agents en poste à l'étranger demandent actuellement au Département d'être autorisés à rejoindre armés. Certains vont parier de donner leur démission au cas où cette autorisation leur serait refusée. Cette attitude inspirée (23799) de sentiments auxquels je ne peux que rendre hommage possible cependant d'une méconnaissance complète des nécessités actuelles. Tous les agents doivent se considérer comme mobilisés au service du pays et par conséquent comme dégagés du souci de décider eux-mêmes où et comment ils (23800) peuvent le mieux servir. Dans ces conditions aucune demande tendant à passer d'une affectation diplomatique à une affectation militaire ne sera prise en considération, et aucune démission (ne sera) acceptée jusqu'à la fin des hostilités.

(23801) Je n'ai pas besoin d'ajouter que le fait d'être demeuré sur ordre dans un emploi civil ne saurait être après la guerre le prétexte à une discrimination quelconque de l'intéressé. Veuillez communiquer la présente circulaire aux agents placés sous vos ordres.

Selon plusieurs journaux en Angleterre et en Amérique, le Commissaire à l'Information au cours de sa conférence de presse du vendredi 21 juillet aurait dit que le régime prévu pour la reconstruction de l'AGENCE FRANÇAISE DE PRESSE au lendemain du débarquement aurait une durée de six mois.

Cette (23557) affirmation qui sert de base à des polémiques. Il est dénuée de tout fondement, et vous pouvez la démontrer catégoriquement.

Lors de la conférence de presse du 21, comme un correspondant de guerre avait pris l'initiative de demander si le régime prévu ne durerait pas plus de six mois, le Commissaire à l'Information a répondu: "Je pense bien qu'il (23558) durera moins que cela," et il a encore insisté à cette occasion sur l'article 4 de l'ordonnance du 22 juin qui permet de supprimer les effets de ce régime par simple décret dès que les circonstances le permettront.

Vous pouvez insister aussi sur le fait que l'AGENCE FRANÇAISE DE PRESSE réorganisée en coopérative ne sera certainement pas la seule agence (23559) de presse française. Il est par conséquent, U. de parler de monopole ou d'agence unique.

U. il est d'autre part évident que d'autres agences ne sauraient se constituer maintenant en Afrique du Nord et que le Gouvernement ne peut pas, U. aider, U. jeter (23560) les bases.

Ce travail se fera en France libérée.

La nature provisoire de participation du Commissaire à l'Information à l'organisation de l'AGENCE COOPERATIVE D'INFORMATION est d'autre part bien précisée par l'article 11 de l'ordonnance du 21 juillet.

J'ai eu un entretien avec MM. GUTT et THEUMIS au sujet d'or belge et de l'accord monétaire. Je leur ai dit que sans être autorisé à engager Gouvernement Provisoire ni même le Commissariat aux Finances, j'avais impression que du côté français une entente serait probablement acceptable sur la base d'un nouveau texte (que je leur ai lu. Ce (4730) texte était celui du projet de lettres inclus dans la note de GUINDEY du 5 juillet où j'avais inséré à la fin du premier paragraphe la seconde variante que vous aviez indiquée à M. GUINDEY. MM. GUTT et THEUMIS m'ont dit que sans pouvoir (répondre) formellement, ils approuvaient personnellement le texte que je leur avais lu et qu'ils étaient disposés à en recommander l'acceptation par leur Gouvernement. Il a été convenu que la question serait reprise dès mon référence à Londres, avec M. GUTT qui part ...

Au sujet de l'accord monétaire, j'ai fait observer que si sa conclusion était liée à celle d'un accord économique général, (il pourrait en) résulter un retard excessif. M. GUTT m'a répondu qu'après (nouvelle) réflexion, il était d'accord avec ce point de vue et que deux raisons, incertitude concernant (4732) la ratification de l'accord de Bretton Woods dans sa forme actuelle d'une part, intérêt politique d'autre part, il était prêt à recommander la conclusion immédiate d'un accord monétaire même dans le cas, s-t-il ajouté, où la question de l'or belge ne serait pas complètement réglée. Je lui ai dit que vous seriez certainement sensible à la (pensée) qui l'inspirait mais que nous nous efforcerions de faire aboutir immédiatement affaire de l'or. Communiqué à M. DEJEAN.
