Un rapport détaillé sur les débats et les conclusions de la conférence des Nations-Unies a Hot Springs est établi par la délégation française et sera envoyé prochainement a Londres et a Alger.

Je crois nécessaire, cependant, de résumer dás maintenant les résultats acquis et l'impression générale qui se (dégage) de ce premier contact entre les quarante-quatre nations unies et associées.

La répartition des tâches entre les membres de la délégation était ainsi établie:

(Section) 3, problèmes économiques de la distribution des produits agricoles, MM.(ISTEL) et MARJOLIN.

I. M. GIRARD enverra très prochainement un rapport donnant les indications demandées sur sa (gérance) (qu'il) soumettra à M. VALENSI ainsi que vous le demandez.

II. Nous croyons (en vue de la) position actuelle des autorités américaines que cette gérance des intérêts de l'émission (française) si elle peut être poursuivie à titre d'allié - ce qui est une acquisition - devra, néanmoins demeurer entièrement (distincte) de toute opération nouvelle (1265) entreprise pour les besoins de l'Afrique du Nord ou l'Empire.

Nous vous serions obligés (de nous) adresser vos instructions:

A. Sur l'opportunité d'effectuer toute démarche utile pour obtenir l'autorisation des autorités américaines pour la continuation à titre d'allié (de la (gérance) des intérêts (1265) de l'émission (française) aux M.D. par M. GIRARD.

Votre télégramme susvisé nous laisse supposer que telle est bien (votre) intention. Nous vous serions obligés de la confirmation d'urgence afin d'étayer nos démarches et d'obtenir aussi bien une amélioration rapide de la situation actuelle qui menace de (devenir intenable).

B. Sur la (distinction) à ... entre les affaires du monopole et les opérations d'achat dont vous envisagez la reprise pour satisfaire aux besoins en tabac, allumettes et produits d'Afrique du Nord et de l'Empire. Ces achats (doivent) naturellement être exécutés comme par le passé par M. GIRARD avec le même service s'accupant des affaires du monopole mais (1265) devraient à notre avis faire objet d'un ... entièrement (distinct).

III. ... vient de manifester l'intention de (prélever) une partie des stocks de tabac du monopole et l'Alien Property Custodian paraît disposé (à en) assurer la gérance). D'autre part un entreposeur à la Nouvelle-Orléans menace de faire vendre un lot sous sa garde valant environ 450,000 dollars si les frais qui lui sont dus ne sont pas payés au premier juillet. (Je souligne l'urgence signalée plus haut de l'amélioration du qu'il ne nous permet pas (d'exporter efficacement puisque) nos pouvoirs de (gérance) ne sont pas actuellement (reconnus).
