Vous ai exprimé mon opinion sur question transport dans mes télégrammes 196 et 210 ainsi dans lettres personnelles adressées par moi au général GIRARD le 4 avril et par ... au ... les 16 et 24 avril. Mon impression actuelle est celle que j'avais exprimée c'est-à-dire que les (529) disponibles en bâtiments de transport et d'escorte sont à la base de traverses fourniture de matériel de guerre à armée nord-africaine. Les possibilités d'absorption de nos ports ne m'apparaissent pas condition déterminante des envois.

Me semble donc indispensable d'apprendre dans discussions qui ne manqueront pas d'avoir lieu à propos constitution nouveau convoi ... chiffres exacts nos bateaux travaillant (530) "..." dans ...

En raison de la (répartition) qui en est faite par les différents alliés, le manque de matériel disponible est la raison des difficultés rencontrées dans fourniture avions. Concernant fourniture des autres matériels, les difficultés les plus grandes sont relatives à l'appareillage d'(optique) de l'artillerie (poste) radio. Toutefois il reste possible que allocation en grande quantité matériel toute nation soit difficile.

Le service de presse de la mission a remis aux journalistes américains hier à 15 h. 30 pour (relea)se à 21 heures, le résumé du mémorandum du 27 avril et la communication du 26 à (M.) (NURPHY) et MacNILLAN. Ce matin le New York Times reproduit intégralement ces deux documents, et le Herald Tribune le premier de ceux-ci.

Immédiatement après notre conférence de presse, vers 16 h. une dépêche de l'U.P. diffusait la nouvelle que HARLO-ALGER venait d'annoncer l'acceptation par le général GIRAUD des propositions (du comité national) pour la présidence (1020) (en commun) du comité (local).

Plusieurs des journaux reproduisent une dépêche A.P. d'Alger qui semble une interprétation des documents qui, attribuant aux deux généraux la direction (en commun) des forces françaises et prétendant que "l'armée française (après l'entrée des alliés en France) (assum)era l'autorité des ..." (sic).

Le New York Times, dans un éditorial, (exhorte) les Français à l'union dans les termes suivants:

"Le général DE GLOLLE, qui a été le premier à (lever) l'étendard de la résistance après la défaite, est pour beaucoup le (symbole) de la (1021) France qui refuse de (mourir).

"Aucun plan d'(unification) ne peut minimiser son rôle. Le général GIRAUD, chef des armées françaises qui ont aidé à libérer (l'Afrique du Nord), est également (indispensable) à la résurrection de la France. Et jusqu'à ce que celle-ci soit libérée et (capable) de choisir son propre gouvernement, l'unité française est impossible sans la coopération des deux chefs.

Le Herald Tribune a commenté ... ce document en notant le progrès accompli vers l'unité, mais en soulignant les divergences qui demeurent entre les deux chefs français (au sujet de) l'époque de la création du gouvernement provisoire. Le fait que le texte fut remis à la presse un dimanche, jour où les ... de la politique étrangère sont généralement absents, explique le silence des journaux de Washington. Le (1017) service de presse de la mission remettra cet après-midi aux journalistes le résumé du mémorandum annexé, ainsi que les déclarations faites le 26 avril par le général GIRAND a M. (HURPEY) et E. MacMILLAN, dont le Département d'Etat nous a remis le texte en nous demandant de le joindre à notre communiqué.
