Il résulte d'une première prise de contact avec l'administration Lend-Lease que si celle-ci compte assurer au début l'approvisionnement de la Guyané et (éventuellement) des Antilles françaises, elle estime qu'(il faut) revenir le plus tot possible aux relations commerciales normales et constituer des a présent a cet effet une commission d'achat (attachée) a la Mission française. Cette commission pourrait servir de (noy)au de la part de l'organisation ulterieure plus étendue. L'équilibre de la balance des paiements de la Guyané a a peut être assuré par la vente de l'or a condition d'obtenir d'en continuer et développer l'(extrajation et (992) par un déblocage de fonds de (50,000) ou 50,000 dollars que la trésorerie, parait-il, serait disposée a admetre. A noter que les dépenses américalnes en Guyane pour construction de l'aérodrome doivent atteindre (50,000) dollars par mois.

Suivant mes 2 \& 12, ai demandé à M. SURREN WELLS son avis personnel au sujet forme de notre représentation a Washington. Il m'a répliqué qu'une représentation militaire est actuellement la seule formule possible mais que son avis pourrait changer avec les événements au cas où l'union des français ... la (constitution) du comité (exécutif) envisagé (16415) Il ajoute qu'il ne manquerait pas de me prévenir de ce changement en temps opportun.
Cette opinion est donc moins (catégorique) que celle de 1 ... et du ... mais doit être prise en considéra(15=16)tion. De toute façon, le changement envisagé sera une question très délicate dont la solution influera grandement sur l'avenir des relations françaises-(américaines) et j'ai (17) insisté encore sur la nécessité d'être directement et personnellement consulté avant qu'une solution soit arrangée.
