Il considère que dans l'intérêt de la France il y a lieu d'q́viter de donner jusque là un caractère politique "a notre représentation aux Etats-Unis et que la meilleur formule est celle de la mission militaire telle qu'elle existe actuellement.
... se plaçant à un point de vue militaire, considère de son côté que les rapports entre la France et les Etats-Unis sont et resteront (12) d'ordre militaire dans la proportion de 90 pour cent, tant que durerent les opérations. L'unité des Français, but de vos négociations actuelles avec le Comité national français posera en cas de réussite la question de la forme de notre représentation unique a Washington.

Deux conceptions vont s'affronter:
$I^{0}$ : La (notre), c'est a dire une représentation de caractére essentiellement militaire ayant sous son autorité les services civils chargés (3) de la gestion et de la sauvegarde de nos intérêts.
$I I^{0}$ : La conception gaulliste, c'est a dire une représentation civile calculée sur une (ambassade) avec attachés militaires guerre, air, marine.

Si l'attitude de méfiance prise par le gouvernement des E.U. a l'égard du Comité national français a été (causée) (4) (surtout) par la politique de ce dernier, il est incontestable que la forme de sa représentation aux E.U. a contribué a aggraver la situation. Du fait de son caractère civil, une telle représentation exilée (est) fatalement amenée à donner la prédominance a l'activité politique. Or, le gouvernement américain est fermement résolu à ne pas s'(missing group) sur le plan politique tant que la France n'(5) aura pas de gouvernement legal reconnu. Si une telle représentation était (organisée), il est (vraisemblable) qu'il l'accepterait comme il l'a fait ... Comité national français, mais il ne lui accorderait certainement pas la confiance qu'il est nécessaire d'obtenir dans les circonstances actuelles. Il est possible qu'une partie des (fonctionnaires) du Département d'Etat agréé est état de choses mais il faut (craindre) la réaction des autres départements, (6) en particulier la guerre, predominante actuellement et dont l'action se tionmentir dans les ... . . Je (demande) donc instamment que le système de représentation militaire que nous avons adopté, qui a fait ses preuves et a l'approbation certaine des milieux gouvernementaux américains dirigeants soit maintenu. C'est dans ce cadre que la fusion doit être faite.

Commentant les négociations en cours entre Londres et Alger, le Philadelphia Record écrit dans son éditorial de ce matin: "Dans l'établissement de leur programme, le général GIRAUD et le général DE GAULLE ... de l'idée qu'au moment de la victoire la France sera l'(égal) des E.U., de l'Angleterre et de la U.S.S.S.. Il n'est pas certain que les grandes puissances partagent ce point de vue. On entend beaucoup parler des quatre puissances, dans lesquelles (on) inclut la Chine, mais ne mentionne pas la France."

Comme l'a souligné M. MOWERER, le plan de Londres et de Washington est de considérer la France comme une puissance secondaire et non pas comme une des principales puissances. Cela explique, selon M. MOWERER, la raison pour laquelle le Département d'Etat s'oppose à la reconnaissance du général DE GAULLE. Nous espérons que la France réuissira à (recouvrer) son ancien prástige, et sera restaurée comme le fut la Belgique après la dernière guerre. La meilleure garantie de la renaissance de la France (comme une) grande nation serait ... l'accord immédiat entre le général GIRAUD et le général DE GAULLE. "
