I. D'après des informations assez récentes, le trouble des esprits est assez grand(,) et les extrémistes, non contents d'organiser de l'agitation contre le cabinet actuel, auraient (nône fait) des attentats contre des amis du Prince EDNOR. L'armée et la marine seraient en divergence de vues sur la façon de défendre le Japon, la marine voudrait faire évacuation de la Chine, tandis que l'armée (44) (croît) que c'est du territoire chinois qu'il faut défendre le Japon. Les Japonais de Shanghai paraissent très inquiets.

II. Déjà quasi-totalité des 200.000 hommes de troupes récemment arrivées du nord sont repartis pour le Japon. D'autres troupes du nord sont attendues.

III. Localement nos relations avec les autorités japonaises (45) restent bonnes et sont facilitées par la présence du nouveau Ministre et du nouveau (.3M.).

IV. (.3M.) condamnés pour espionnage en (.3M.) Japonais (à) plusieurs années de prison (aux) travaux forcés, viennent d'être libérés bien avant l'expiration de leur peine et envoyés en Mandenourie d'où ils seront expulsés sur la Russie.

V. (46) La nervosité de la population chinoise et étrangère de Shanghai reste (.7M.) organisation d'une société (12 unreadable).

Pour le Département no 28 à 32.

Les consulats généraux de Suisse, Suède et
d'Espagne, après entente avec moi et avec notre consul
général, ont cru nécessaire d'attirer l'attention de
leurs gouvernements respectifs sur la situation à Shanghai
et leur ont adressé la proposition suivante, également
communiquée à leurs légations Tokio:

"La population de Shanghai s'alarme vivement de
l'arrivée récente de renforts de troupes japonaises, qui
vient d'être suivie de mesures diverses et de préparatifs
pour la mise en défense de la ville. C'est ainsi que le
territoire de l'ex-concession française, jusqu'ici presque
totalement dépourvu d'installations à caractère militaire,
vient (35) d'être l'objet d'une mesure qui impressionne
vivement la population, consistant en l'ordre donné par
les autorités militaires nippones aux locataires de grands
immobiles ...... concession ! de CATEAT MARSEON, et du
.... OR GARDEN) d'évacuer avant le 13 mars (je répète
13 mars) ces logements où vivent des centaines d'étrangers
et de Japonais civils depuis le début de la guerre.

Enfin le 17 février le porte-parole des autorités
militaires japonaises a déclaré d'après la presse chinoise
que Shanghai serait défendu à tout prix.

Le problème qui se (39) pose pour une des plus
grosses agglomérations mondiales est d'autant plus grave que:

I. L'évacuation des civils est impossible faute de
moyens transport et de lieux d'évacuation pour plusieurs
millions de personnes.

II. Le sol marécageux rend impossible la création
d'abris.

En conséquence les conseils de Suède, Espagne
et Suisse, en plein accord avec le Chargé d'affaires et le

              <text>consul de France suggèrent à leurs Gouvernements pour des motifs humanitaires de tenter une intervention à Washington, Tehounc-king et Tubio en vue d'obtenir l'accord des Gouvernements belligérants pour la création d'une zone de réfugiés pour la (40) population de cette base, par exemple sur la superficie de l'ancienne concession française avec certaines modifications ou additions. Ce projet s'inspire de précédent de la zone dite du père JACCOTROT durant les hostilités de 1927 dont la (neutralité) fut reconnue et (épargnée) par l'armée nipponé. Si ce projet de zone paraît susceptible de retenir l'attention des Gouvernements (Espagne, Suisse, Suède) il importerait d'obtenir sans délai que l'ex-concession française reste dépourvue d'installations militaires et qu'en particulier les autorités militaires japonaises reconsidèrent la question de la réquisition pour des buts militaires des immeubles ci-dessus et qui (41) sont situés au cœur des quartiers résidentiels habités par les Européens de Shanghai.

Cette proposition sera sans doute soumise au Département par l'une ou l'autre des missions représentant à Paris les Gouvernements mentionnés plus haut. Je me permets de la recommander instamment à l'examen des services, le sort des trois mille Français de Shanghai, de leurs biens et des propriétés considérables de l'Etat français dépendant dans une large mesure du succès de cette tentative.

La presse envisage avec grand intérêt l'ouverture
le 25 avril prochain de la conférence de (San-Francisco).
Elle observe que c'est à cette date que doit être dénoncé
ou reconduit le traité de neutralité nippon-russe et se
demande s'il y a là (coïncidence) ou intention.

Peut-être peut-on considérer qu'il y aurait
quelque chose de hâtif dans l'affirmation de cette (134)
inquiétude, puisque le traité a été conclu pour cinq ans
et qu'il resterait en vigueur, au moins un an encore après
sa (réalisation). Elle s'explique aisément cependant
lorsqu'on considère le danger qui résulterait pour le Japon
d'une rupture, fût-elle ... , de l'équilibre établi par
l'accord japonais-russe de 1941.

La position que prendra à (San-Francisco) le
Gouvernement des (135) Russes doit en tout état de cause
retenir notre attention. Il est en effet permis de penser
que le Gouvernement français suivra la même voie que le
Gouvernement des Russes et que (nous serons ainsi) fixés
sur les véritables intentions de la France concernant le
conflit du Pacifique.

Il n'est pas sans intérêt de ce point de vue
de noter l'information donnée par la radio et selon laquelle
le Gouvernement français aurait .....
