L'agitation est anormale depuis une semaine dans la coulisse où se meuvent les 100.000 Japonais qui forment ici ce qu'on appelle l'opinion publique.

Le fait est que des arrestations ont été opérées chez les extrémistes du nationalisme, que certains remaniements ont été effectués au sein du cabinet, et que des révocations sont intervenues notamment au ministère des Affaires étrangères où la perte de famille aurait (101) provoqué quelque remous.

Si je suis bien informé, le cabinet, pour atteint qu'il soit par l'évolution défavorable de la situation militaire, serait sorti sans trop de dommages de cette épreuve. Je veux d'ailleurs le croire. Le général KOINO et l'amiral TORAI sont en effet des hommes de bonne volonté, et nous aurions beaucoup à perdre s'ils devaient (102) laisser la place à cette catégorie de Japonais qui regrettent la dictature du général TOJO et qui n'ont pas compris que l'erreur du Japon est d'avoir institué le trop Grande Asie.

Je crois savoir enfin que M. SATO aurait eu récemment un entretien important avec M. STALINE, que des perspectives un peu moins défavorables s'ouvriraient de nouveau de ce côté-là à la politique (103) nippone, et que cet élément d'espoir aurait contribué sur le plan des Affaires étrangères à fortifier le cabinet KOINO.

Ce qu'il faut retenir de la crise qui se développe dans les cercles politiques et militaires du pays, ce n'est pas ce plus ou moins de chances que peut encore avoir le général KOINO de conserver le pouvoir, mais bien la difficulté qu'éprouve (104) le Japon à choisir sa voie: guerre ou paix. Il est encore trop tôt pour discerner la route qu'il prendra. Ce que je crois fermement cependant, c'est que même s'il se détermine en faveur de la paix, il ne le fera que postérieurement à la chute de l'Allemagne, c'est-à-dire lorsque les événements d'Europe lui permettront de déplacer sur son allié la responsabilité principale (105) de ses déceptions et de ses revers.

Un long article de la Nouvelle Gazette
de Zurich du 17 octobre souligne les services
considérables rendus par la BANQUE DE FRANCE
pendant l'occupation: notamment en escomptant
sous le manteau les bons du trésor algériens et
gaultistes, opération qui a permis d'assurer
tout le financement du mouvement de la Résistance
et du maquis.

Le journal suisse conclut que le départ
de votre frère de son poste (35) "ne doit aucunement
être considéré comme la suite d'un manque d'aide
apportée à la Résistance contre la puissance occupante"
mais que le Gouvernement (procède) au choix de
N. MONIQUE, parce que la BANQUE va être appelée à
jouer un rôle de plus en plus important dans la
reconstruction financière du pays.

Suite à mon télégramme précédent.

De la part de l'attaché naval,

Une force américaine considérable semble opérer à
environ 400 milles du Japon entre le sud-est et le sud-ouest
de Tokio, venant apparemment de Guam. Elle comprendrait
les flottes MALSKY et SPRUANCE, soit une vingtaine de porte-
avions dont une douzaine de gros (127) avec un millier
d'avions et au moins dix cuirassés.

Les avions de cette force navale ont attaqué Tokio
et la région avoisinante par vagues continuelles dans la
journée d'hier et la matinée d'aujourd'hui, le plus grand
nombre apparaissant en même temps étant de 250 à 300
appareils, les autres demeurant en aéroflotte ... des
navires de guerre. Quelques 5 29 des Mariannes se sont en
outre joints hier aux (120) attaques de l'aviation (navale).
Une autre force navale (en échelon) (a) bombardé simultanément
l'archipel des Bonin.

Il est encore trop tôt pour mesurer les intentions
américaines. Cependant d'après l'expérience antérieure, il
ne serait pas impossible que les résultats recherchés ayant
été acquis aux Philippines, ce raid soit le prélude d'une
opération nouvelle qui se situerait entre le Japon et les
positions américaines actuelles (129) des Mariannes ou
de Luzon, donc soit contre les Bonin soit contre la côte
de Chine ou contre Pormose. Les Américains annoncent
qu'ils ont depuis le début de l'attaque la maîtrise complète
de l'air (130) au-dessus de Tokio (mais) ne savent si les
Japonais seront capables de concentrer à temps assez d'avions
dans cette région pour la leur enlever; un de leurs buts
immédiats est du moins d'obliger l'aviation nippone à dégarnir
d'autres secteurs.

La réaction de la flotte japonaise est encore ignorée.
Le calme sur Tokio depuis midi indique peut-être (131) qu'ayant
séclidé d'intervenir, elle a maintenant pris le contact. Il

as soon as possible, in the form of a note, the text
contained in Mr. FAIK's telegram which was (I communi-
cated ?) to you, sending it to me under # 122.

You will add on my behalf that the situation
which French authorities have so often predicted, has
finally come about as a result of the absurd requests
of the Chinese authorities. It is not up to us to
distinguish between the central government and the
municipal (? services ?), but it is for the former
to call upon the latter to observe agreements. The
welfare work in which the Minister of Foreign Affairs
is, fortunately, interested and in which I am equally
concerned for the future of Franco-Chinese relations,
is bound to suffer from this new state of affairs.
I am certain that Doctor TELWIK-YI, who could verify
how I as well as all my collaborators have made every
effort to apply the Peking agreements scrupulously,
will set great store on accomplishing all he can to
have the --18-- respected.
