On annonce aujourd'hui que M. WANG YIN TAI vient d'être nommé par le Gouvernement national Président de la Commission des Affaires politiques de Chine du Nord, en remplacement de WANG KEN MIN, qui s'est démis de ses fonctions pour raisons de santé.

Il était question (plusieurs fois ?) déjà de la retraite de ce dernier et l'on faisait état, pour l'expliquer, de la divergence de vues qui s'était accusée entre lui et M. WANG YIN TAI en matière d'administration. La nomination de M. WANG YIN TAI serait la suite logique de cet état de choses; il semble (41) être en effet la personnalité politique la mieux qualifiée pour imposer, s'il en est encore temps, les mesures -U. et financières qu'exige une situation économique particulièrement inquiétante. Du point de vue politique, ce changement ne traduit aucune orientation nouvelle de la politique japonaise en Chine du Nord; elle consacre au contraire le principe de quasi-autonomie qui fait de la Chine du Nord une unité politique pratiquement (majeure) et soustraite aux influences extérieures, qu'il s'agisse de celle de Hankin ou de celle de la huitième armée communiste.

I La colonie française de Hankeou est toujours indemne, mais ses biens ont beaucoup souffert de nouveaux bombardements.

II (M. GREPIN) a pu à son tour verser aux oeuvres françaises du sud et du centre les mêmes subventions en France qu'en 1944. Ressources (étant) arrivées aux représentants français en Chine occupée, les oeuvres d'enseignement, de recherches et d'assistance sont donc à l'abri de toute inquiétude pour 1945. Cela est particulièrement important en ce qui concerne l'école AURORA des (24) pères jésuites, qui reste le pilier essentiel de notre influence (dans ces) régions.

III La situation continue d'empirer à Shanghai où, en janvier, M. (FAIN), devant la hausse vertigineuse des prix, a dû porter à 20.000.000 de CRB dollars les secours mensuels versés à l'ancien personnel administratif. À ce taux, ses moyens s'épuisent rapidement et il ne lui restera bientôt d'autres ressources que de (compromettre) le capital réservé par contrat au rapatriement des employés, en (espér)ant que ... Gouvernement en assurera la charge, (à moins) que le Ministère des Affaires étrangères (25) ne puisse lui transmettre des fonds par la Suisse. Je reviens prochainement sur cette question essentielle.

IV Les autorités de Shanghai ont décidé d'évacuer une partie de la population et d'appliquer la loi martiale aux profiteurs, mesure de pure ... , l'administration étant (trop faible) même ... ... . Persuadées que l'avenir travaille contre eux, les autorités de Nankin ne cessent d'accentuer leur pression sur les établissements français, la CORPANNIA DES TRANNATS (et le) CARIBBERS en particulier. Différentes communications, en particulier celle
que je vous ai adressée le 23 juillet sous les nos 10101 à 105,
vous ont tenu au courant des préoccupations que n'a causées
le problème des aviateurs américains tombés en Indochine.
J'étais disposé (originalrement), tout en maintenant ma
position de principe, à savoir que les aviateurs devaient
rester sous notre garde, à les remettre aux autorités
japonaises, si celles-ci nous donnaient l'assurance formelle
que les prisonniers en question seraient traités conformément
à la Convention (38) de Genève. N'ayant pu obtenir de
réponse satisfaisante sur ce point, j'ai décidé de (garder)
les pilotes américains qui tomberaient entre nos mains. Cette
solution n'est pas entièrement satisfaisante, puisque je
n'ai aucune garantie quant au sort de ceux dont les Japonais
peuvent s'emparer. Néanmoins, faute de mieux, j'ai l'intention
de m'y tenir et j'ai refusé, malgré les protestations
japonaises, de me dessaisir de plusieurs aviateurs américains
capturés lors du raid récent sur Saigon.

Le Docteur TSU m'a reçu hier après-midi. Je lui ai fait la communication dont vous m'avez chargé par votre télégramme 9K. J'ai pris soin de lui répéter votre message à plusieurs reprises, et chaque fois en des termes différents, afin qu'il ne puisse avoir aucun doute sur son sens. J'ai retiré de notre entretien sur l'affaire du CANIDROME une impression fort peu encourageante. Le Ministre m'a indiqué, "U. sans algreure, que les autorités françaises de Shanghai avaient négocié directement avec la municipalité tant qu'elles avaient cru y trouver un avantage et qu'elles ... maintenant appel (28) au Maichiapou alors que la situation semblait "U. compromise. Il a profité de l'occasion pour ressasser d'anciens "U. qu'on pouvait croire enterrés, notamment le malentendu relatif aux subventions prévues par la lettre annexe no 8 aux accords de Nankin. Finalement, il m'a laissé entendre qu'il ne voyait pas la possibilité de nous apporter une aide efficace considérant que le CANIDROME avait déjà besoin "U. de la municipalité et puisque nous avons, par nos conversations directes avec ... , placé l'affaire sur le plan local, nous privant ainsi de tout recours au Maichiapou.
