J'envisage de prendre en faveur de quatre Chinois auteurs de l'attentat commis à Hanoi en mars 1939 contre TANG-CHINO-KEI et au cours duquel TSENG-3083-KIRO a été tué, une mesure de clémence à la suite de laquelle les intéressés seraient reconduits à la frontière chinoise.

Toutefois avant de prendre cette décision, je serais heureux d'avoir (5) votre sentiment sur la réaction éventuelle des milieux chinois et notamment de ceux de Hankin, au cas où la nouvelle de la libération des condamnés serait rendue publique en Chine.

Je veux en effet éviter que cette initiative rende votre tâche de représentant de nos intérêts encore plus délicats.

I. La destruction d'Hankeou par bombardement aérien se poursuit et la colonie française (réclame) toujours ... . Aucune facilité d'évacuation n'a pu être obtenue. Il n'y a pas de communication ... , et la descente du fleuve est extrêmement dangereuse.

II. M. SALAIN a demandé à quitter Nankin, où il se trouve depuis cinq ans, pour (prendre) ... à Houk(den) F. ... qui a déjà occupé le poste.

III. M. R...IN, consul de 1ère classe, mis (10) à la retraite en 1941 ... loi aujourd'hui ... , se trouve à Fakhla avec de maigres ressources et a montré beaucoup de ... dans sa retraite forcée ... sur moi de l'employer à nouveau à l'Ambassade et de lui attribuer le poste ... de secrétaire interprète de 11ème classe en réservant ses droits et en attendant que son cas (puisse) être réglé par le Ministre des Affaires étrangères.

IV. La situation de notre colonie à Yientsin s'est améliorée. L'administration chinoise a accordé une augmentation de salaires de ... aux 40 Français qu'elle emploie, et M. CATTAND s'est procuré, par le louage d'un immeuble conservé après la rétrocession, des (11) ressources assez substantielles au profit de nos compatriotes nécessiteux.

V. La situation reste très difficile à Shenghai où M. PAIN parvient cependant, grâce à une ressource locale, à maintenir en activité l'INSTITUT FASTKUN et de nombreux établissements et à verser 17 millions de dollars CRN par mois à l'ancien personnel administratif, (mais les) sommes dont il dispose pour faire vivre ces 1400 personnes seront épuisées dans quelques mois.

VI. J'ai pu verser à nos oeuvres d'assistance, de recherches et de (finances) en (12) Chine du Nord sur la même base en France qu'en 1944, toutes les subventions qui leur reviennent en 1945 et j'espère que M. PAIN (se) trouvera en mesure d'en faire autant fort prochainement pour la Chine du Nord.

J'ai eu hier un entretien avec le docteur TSU-MIN-YI qui devait partir le soir même pour Shanghai.

Il estime probable une grave crise politique au Japon, "après la chute de Luçon", qu'il paraît considérer comme inévitable. Il ne voit pas néanmoins qui pourrait prendre la place du Général KOISO qui, plus habile que son prédécesseur, a su se ménager, outre l'appui des militaires, celui de nombreux milieux politiques.

Le Ministre des Affaires étrangères m'a déclaré également qu'à son avis la production de guerre du Japon, particulièrement dans le domaine de l'aéronautique, était déjà sérieusement affectée par les bombardements aériens et le serait sans doute de plus en plus à l'avenir.

Je remercie (V.E.) d'avoir bien voulu me communiquer
son télégramme 35 à Hanoi.

Je viens de relire attentivement à plusieurs reprises
télégramme 10163 du 31 août. V.E. ne craint-elle pas que le
point de vue qui s'y trouve exposé ne soit dépassé par les
événements, et qu'en le développant une fois de plus maintenant,
vous ne puissiez risquer de causer peut-être une inutile
irritation à des hommes dont le parti semble pris depuis
plusieurs mois déjà?

Je (12) saisis cette occasion de signaler à V.E. que
depuis le premier janvier j'envois au Département une fois par
semaine environ, par intermédiaire de VERGE, (une correspondance)
dans laquelle je rends compte, en plusieurs paragraphes, des
principaux événements qui touchent à l'existence de la colonie
française en Chine. Aucune réponse ne m'a jamais été adressée,
mais je sais que ces messages arrivent à destination, car M.
VERGE m'a fait parvenir un câble d'un de mes parents, qui est
au Département, qui me dit avoir exécuté les instructions que
je lui avais adressées par cette voie.
