A la suite du bombardement de Saigon le Yomiuri a publié le 14 janvier un article dont voici résumé:
"Les usines de guerre du Japon ne peuvent travailler qu'avec l'... des produits de l'Asie ... . Pour maintenir avec eux une liaison, l'armée japonaise conseille établir une ligne de communication ... allant de Chine du Nord a Singapour of Indochine tient une place essentielle. L'installation d'une base enneule dans cette colonie aurait pour conséquence de réduire (32) ... néanmoins le plan japonais (.5M.) d'autre part la situation intérieure de l'Indochine rappelle par certains côtés celle de la France avant l'invasion américaine. Les envahisseurs peuvent chercher à y appuyer leurs moyens navals et militaires qui sont très puissants ... des manoeuvres à l'intérieur du pays.
Il n'est pas certain que le prochain débarquement américain soit en Indochine, conclut l'article du Yomiuri, mais la situation dans cette région doit retenir toute l'attention".

Le Gouvernement vient d'annoncer l'adoption et la mise à exécution immédiate d'un programme de cinq points comportant: "le renforcement des défenses anti-sériennes, l'accroissement ... ... suffisant et l' ... ménagement ... de la main d'œuvre nationale, l'utilisation au maximum de toutes ressources en matières premières actuellement disponibles. D'autre part des mesures seront prises afin de rendre plus étroite la coopération entre les préfets régionaux et les commandements militaires locaux.
Le pouvoir du pays (dépendant) directement de la mise à exécution de ce programme, on compte sur le consentement (30) résigné et l'inflexibilité de l'administration pour le réaliser à tout prix" conclut le communiqué.
On peut rapprocher de ces mesures un article que M. SUZUKI, l'ex-directeur du bureau des ... du cabinet TOJO qui passait pour l'un des conseillers les plus écoutés de l'ancien Premier Ministre, a fait paraître dans l'Assahî du 13 janvier. Selon (set) article, la situation critique actuelle serait surtout attribuable à l'insuffisance de compréhension et de coopération des milieux industriels dirigeants, et le rédacteur recommande l'adoption de mesures de mobilisation totale intégrées analogues à celles prises en Allemagne et en Russie.
