De la part de l'attaché naval.

(I.) Du point de vue naval, la situation aux Philippines est caractérisée par la carence de plus en plus complète de la marine japonaise.

Si l'on peut admettre que la grande flotte après son intervention marquée en octobre juge actuellement préférable de rester à l'état de flotte en puissance en attendant une occasion favorable, il est néanmoins étonnant de constater que les vedettes (15) lance-torpilles et les sous-marins japonais ne jouent pratiquement aucun rôle, alors que les côtes et la mer de l'archipel des Visayas constituent un théâtre particulièrement propice à leur action.

Depuis le début des opérations aux Philippines en octobre jusqu'au 5 janvier, les communiqués officiels ou officieux japonais n'ont signalé que cinq porte-avions, trois (16) torpilleurs et quatre transports coulés ou endommagés par sous-marins dans ce secteur; les résultats attribués aux vedettes lance-torpilles sont encore plus faibles.

Il est difficile de savoir la raison de cet état de choses: défaut de matériel japonais ou perfection des moyens de protection et de défense américaine.

II. Il semble bien maintenant que les (17) Américains vont s'établir au moins sur une partie de Lugon avant de porter leur offensive au-delà des Philippines.

Les récentes informations japonaises ne semblent envisager que le but ultérieur de cette offensive serait la Formose plutôt que les côtes de Chine, ou un point plus au sud (Indochine notamment).

III. Le changement récent du Gouverneur général (18) de Formose ne paraît en particulier un indice sérieux de l'inquiétude. Le Général AKCO reste Commandant en Chef de l'armée de Formose. La réunion entre ses mains des pouvoirs civils et militaires lui permet de transformer l'Île entière en un grand camp retranché.

Il est en même temps permis de penser que croyant à l'imminence de l'(19) (attaque) menaçant la Formose l'armée ait voulu écarter l'Amiral HANEGAVA pour s'attribuer son poste.

IV. Il y a là une raison qui dépasse la seule rivalité traditionnelle et intransigeante existant entre l'armée et la marine.

Le Commandement en chef nippon m'a paru trahir dernièrement quelques signes de découragement, quelques désirs de trouver un (20) moyen honorable de terminer la lutte en en limitant les (revers à ceux) conséquents d'une (inaction) qui n'a pas empêché de lourdes pertes; écroulement prochain de son ... et faillite de son programme d'hégémonie vers le sud; espoir encore de ne pas être contraint à un désarmement complet si la guerre (pren)ait fin maintenant ...

De (21) tels sentiments restent très rares, très vagues et ne sont jamais ouvertement exprimés. Mais entre les mains de l'armée beaucoup plus que de la marine, et sachant à quoi s'en tenir sur ce point, le Gouvernement a sans doute jugé préférable à la veille d'une action possible contre la Formose (2M2 de confiert) à un général la direction de tous les services de l'île.

La nouvelle de la rupture des relations diplomatiques entre la Turquie et le Japon paraît avoir suscité la plus complète surprise. L'Ambassadeur de Turquie arrivé ici depuis quatre mois seulement n'avait encore reçu aucune instruction à ce sujet au moment où rupture était déjà consommée et annoncée par la presse. Au Galimucho on assure que le Ministre des Affaires étrangères turc a déclaré à l'Ambassadeur du Japon à Ankara qu'aucun sujet de mésintelligence n'existait entre les deux pays et que la grave décision intervenue était due à des pressions extérieures. C'est sur ce dernier point qu'il insistent assez durement dans leurs commentaires les porte-parole nippons.

Il ne paraît pas douteux en tout cas que jusqu'à leur départ les diplomates turcs ne doivent bénéficier d'un traitement aussi favorable que leurs collègues. C. C. et finlandais, statut de ces derniers n'a subi en effet presque aucune modification depuis qu'ils ont cessé de représenter leurs gouvernements; jusqu'ici seuls les diplomates. C. ont quitté le Japon à la date du 8 janvier.
