Il est toujours malaisé de juger avec exactitude des développements de la politique chinoise. Celle-ci est soumise en effet à des courants qu'aucun étranger ne peut se flatter de connaître. Le départ de R. GAUSS, la démission du Général STILWELL, la refonte du cabinet chinois, permettent cependant de mesurer les obstacles que rencontrent les Américains dans leur collaboration avec la Chine et méritent à ce titre d'être étudiés et interprétés.

Il semble que (628) ce soit dans le jeu de la politique extérieure que doive être recherchée l'explication des heurts qui se sont produits entre le Général TCHIANG-KAI-SHEK et MR. GAUSS et STILWELL. Ceux-ci n'ont pu admettre que l'or et les armes des Etats-Unis puissent être utilisés à d'autres fins que la guerre contre le Japon. Ils se sont plaints, n'ont pas (629) été entendus et se sont retirés.

La Chine, disait naguère M. JOHNSON (Ambassadeur des Etats-Unis) à Tchoung-king, l'... prédécesseur de R. GAUSS, est un tas de sable: elle absorbe sans en rien rendre jamais, tout ce qui lui vient de l'étranger.

I refer to my telegrams No. 232 and 233.

The lessening in importance of the Ministry of Information and Propaganda which is anticipated and the resignation of Mr. LIN PAI SHENG which followed this decision are actually only the result of an old rivalry between Mr. NEI SEE PING and Mr. LIN PAI SHENG. More than a year ago, the latter had attempted an active propaganda program against the use of opium, in the secret hope of being given the administration of the Bureau of Narcotics which was, nevertheless, incorporated into the Ministry of the Interior, after a clever manoeuvre. This aroused in Mr. LIN a deep resentment, which exploded last Tuesday during the meeting of the Executive YUAN, where he lashed out in criticism of a report on opium presented by Mr. NEI. The crisis appears to have been sufficiently serious to call for Japanese intervention, presumably (for the purpose of) maintaining, at least tentatively, in the set-up of the Government, a status quo which seems to be seriously compromised.

As a matter of fact, it is curious to note how, one by one, (see my telegrams 224 and 232-233), the former partisans (for) WANG CHING WEI are resigning or threatening to resign, although it had been implicitly understood that no change would be made for the time being in the government crew if only out of respect for the dead leader and for his political doctrine. However, certain -- are inclined to think that what is taking place is a concerted action of members of the WANG CHING WEI clan which, in order to maintain their respective positions and their compromised influence, are applying blackmail by threatening to give resounding publicity to these latent dissensions. And, in truth, the secrecy which is maintained around this crisis shows how embarrassing it is to the new leaders. Kadama WANG, who found it more convenient to retire discreetly to Shanghai, (is presumably) the soul of the plot.

Au cours de conversations en particulier et de caractère trés amical, certaines persomnalités japonaises et notamment le Vice-Ministre des affaires étrangères n'ont demandé la signification que j'attribuais aux informations de presse selon lesquelles la France participerait aux cotes des alliés a la guerre du Pacifique.

J'ai répondu que j'ignorais tout des intentions du Gouvernement français.

Je crains que le récent discours prononcé par M. (604) (GIAOUBH) dans lequel le Japon est qualifié d'ennemi, n'incline le gouvernement japonais a me demander des précisions sur l'attitude que nous adopterions au regard d'initiatives de la métropole qui présenteraient un caractere d'hostilité vis-à-vis du Japon.

L'intérêt qui s'attache à ce que ma réponse représente également votre pensée comme celle de M. DU MARGURE me conduit à vous prier de me faire connaître (votre avis).
