Ce que je tiens une fois de plus à souligner, c'est que je ne suis disposé à entamer pour le moment en Indochine aucune négociation qui pourrait avoir pour effet de provoquer le désarmement de nos armées. Je prendrais en ce faisant une très grave responsabilité.
S'il vous était possible d'envoyer en Indochine pour un court séjour soit l'attaché militaire soit l'attaché naval à votre Ambassade, je serais très heureux de leur exposer à votre intention l'état actuel du problème.

J'ai eu hier après-midi 19 septembre un entretien avec M. TOSHIZARA qui a été extrêmement amical et au cours duquel nous nous sommes bornés a échanger des vues sur la situation internationale. Aucune question ne m'a été posée en ce qui concerne la situation de l'Indochine par rapport a l'évolution des événements en Europe.
Par ailleurs les relations entre autorités françaises et japonaises demeurent aussi courtoises qu'autrefois. Aucune demande n'a été présentée qui sort du cadre habituel de nos rapports.

Les agences japonaises rendent compte du discours (inaugur) à l'énormée devant la Diète par le Premier Ministre.
En ce qui concerne la politique intérieure, un programme de six points a prévu une intensification de l'effort de guerre et a fait appel à toutes les énergies du pays sans qu'aucune (mobilisation) n'ait été annoncée.
Les (quelques références) à la politique étrangère ont été très (459) sobres. La question des rapports avec n'a pas été abordée.
Après un bref courage des armées alliés allemands et la cordialité des rapports avec les (pays) neutres le Général KUISC a exprimé sa satisfaction de l'étroite collaboration étalée entre le Japon et les pays de la plus grande Asie dont il a donné l' "YN. I" (octroi) prochain de l'indépendance aux Indes néerlandaises.
Aucune allusion n'a été faite aux rapports entre le Japon et l'Indochine française dont le nom n'a pas été prononcé.

Vice-ministre de la Pluse Grande Asie depuis la création en automne 1942 de ce (461) département, il passe pour un des questions d'Asie, du Mandchoukouo en particulier où il a séjourné en mission officielle.
Cette ambassade n'a eu qu'ise louer de l'esprit de compréhension toujours rencontré auprès de lui.
