As I have received from our Ambassador at Berne definite information from an authentic source confirming the fact that the Marshal and the Head of the Government have been forcibly carried off by the German authorities and consider themselves henceforth stripped of their authority, I have asked the Ministry of Foreign Affairs to publish in the press the following communiqué. I request you to use it as a guide in the performance of your duties:

"Upon receipt of official information on the subject of the position of Marshal PETAIN and the Head of the Government, Mr. PIETRI, French Ambassador to Spain, having been rendered powerless to exercise his authority, informed His Excellency, the Minister of Foreign Affairs that he considered his mission in Spain to have terminated. He added that the services of the Embassy and of the Consulates would continue to ensure, temporarily, the execution of administrative affairs and the safeguarding of French interests.

1. The HAISANG sailed without interruption along the Indochinese coast.

2. The MAURICE LONG and the TAIPOSEK remained in the port of Saigon for the whole month of July.

3. The ALBERT SARRAUT, laid up in Nhatrang from 24 June to 11 July and in Saigon from 23 to 31 July, sailed along the Indochinese coast from 12 to 22 July.

4. The KONTUM, laid up in Saigon from 1 May to 11 July and in Nhatrang from 14 July to 1 August, navigated on the 12 and 13 July.

5. The JEAN DUPUIS, laid up at Vinh-Long until 19 July, was brought back by river for repairs to Saigon where it has been laid up since 22 July. I consider it as laid up in the port for the entire month of July.

SHEBEMYSU l'assurance que le Gouvernement général de l'Indochine restait attaché a la politique d'entente francojaponnise et notamment aux accords qui ont été conclus depuis quatre ans entre la France et le Japon. Le ministre m'en a exprimé sa satisfaction et a évoqué avec sympathie la collaboration militaire qui découle des accords en question. J'ai pu de mon côté ......

Les indications que vous me donnez concordent avec celles que j'ai de mon côté sur les dispositions japonaises.

Bien que je n'aie eu aucun nouvel entretien avec M. YOSHIZAWA depuis celui du 11 août (mon tél. no 10150 à 133) d' ... ... (10152) ... après avoir ... ... Gouvernement général et la mission japonaise qui m'ont confirmé dans l'impression que les autorités nippones n'entendaient rien changer pour le moment à nos rapports.

Reprenant un sujet qu'il avait abordé depuis longtemps déjà avec les membres de la mission japonaise, le directeur du service diplomatique a souligné à plusieurs reprises l'avantage qu'aurait le Japon dans le (10153) développement actuel de la guerre à ne porter aucune atteinte aux intérêts que la France possède en Extrême-Orient et qui forment avec l'Indochine un bloc important, tout Gouvernement français devant être amené dans la détermination de sa politique extrême-orientale à tenir compte de ces intérêts. Au contraire un changement d'attitude des autorités nippones et notamment un moindre respect de la souveraineté française sur l'Indochine risquerait ....
