Je suis en principe d'accord avec vous sur le sens à donner à la communication que vous envisages d'adresser; mais je me demande:
I. Si cette communication commune ne risque pas d'être interprétée comme une tentative de pression sur les décisions gouvernementales (alors qu'il ne s'agit que de renseigner nos compatriotes) et par conséquent d'aller à l'encontre du but que nous poursuivons.
II. (10145) Si les destinataires du télégramme ne se font pas déjà une idée assez précise de la situation générale de l'Indochine et de celle de nos intérêts en Extrême-Orient.
III. Si d'autres moyens de mettre en garde contre des imprudences ne pourraient pas être (.2M.) à la France (et c'est à quoi va s'employer Radio Saigon) que l'Indochine n'a pas cessé (10149) de se considérer comme relevant de la métropole.
IV. Si en tout état de cause il ne serait pas préférable d'attendre qu'un Gouvernement provisoire s'installe en France pour entrer directement en contact avec lui.

Depuis six mois environ que j'occupe le poste de Tien-tain, j'ai été amené à constater, dans tous les domaines, une aggravation lente, mais continue de la situation locale.

Tandis que les activités des guérillas se sont accrues dans la région et jusque dans la ville même, les sociétés secrètes de Tchoung-king ont intensifié leur propagande. La répression n'est exercée par la police locale qu'avec une extrême prudence, pour ne pas dire une faiblesse (définitive).

L'accélération de la dépréciation de la monnaie a provoqué un véritable désordre économique et une augmentation vertigineuse de tous les prix, mais c'est le marché du charbon et celui de l'or qui (95) accusent la plus ... réaction.

Bien que les importantes mines de la Kallan ne soient qu'à 150 kilomètres de Tien-tain, le charbon est devenu presque introuvable. Les distributions officielles, réservées aux usines, ont cessé pour les particuliers qui doivent s'adresser au marché noir. Le prix de la tonne est passé, en une année de 60 à plus de 1000 dollars, et l'on prévoit pour le début de l'hiver des prix beaucoup plus élevés. La disparition du charbon ne manquera pas d'avoir des conséquences graves, tant en raison de la rigueur du climat, que de l'absence totale de gaz d'éclairage et du rationnement sévère de l'électricité.

En ce qui concerne l'or, les autorités japonaises ont tenté d'enrayer la spéculation en plaçant (96) à cet effet courtiers chinois sous la surveillance de la ... . L'or n'a cependant pas cessé de monter et la barre de 10 onces ... (65)000 dollars, contre 36.000 en juin. Depuis l'établissement du contrôle, le marché est passé en grande partie entre les mains des ressortissants soviétiques, à l'égard desquels les Japonais se montrent d'une extrême réserve . 38 . moment de nombreux Japonais manifestent un désir évident de sauvegarder l'avenir des positions économiques nippones en cherchant à se ménager des (emplois) au sein de la population chinoise et même étrangère. ${ }^{a}$ It is to be feared that the French Government because of the enormous expenditure already caused by suoplying its services in China, will not hesitate to adopt an automatic system for fixing the Chancellery rate.

In fact, the French Government buys CRB dollars which it needs for the Japanese Government at the fixed rate of $1.8 \beta$ through special Tokyo yen. By doing this the South China supply which costs about $2 \beta$ million france a quarter in 1942, will cost $24 \beta$ million for the current quarter, and according to all probability in view of the present onrush of inflation, it is to be expected that the actual purchase value of CRB dollars will fall below one centime. Must if follow then, that the supply for South China will cost the state more than four billion france?

Up to this point the Government could consider it advantageous to utilise the credits which Indo-China possesses in Japan in order to defray the expenses of French services in China. Will the advantages of this method of payment continue if these assets must be reduced in enormous proportions, or even exhausted, by the inescapable effect of the two factors indicated? I refer to:

1. The purchase rate for CRB dollars fixed by the French Government.
2. The indefinitely increasing mass of this currency which the monetary breakdown is going to require for the settlement of our expenses in China.

If the present situation, as must be expected, continues to grow worse, these charges, which normally should have formed only a relatively small part of the state expenditures, are going to be an extremely disturbing burden on the credits which the Government has at its disposal in Tokyo.</text>
