              <text>Under these conditions, it - 50 - to be that it
could be desirable, without waiting for the next supply,
to point out to the Department how the inflation has
grown and to stress the extent to which, because of the
existing agreement among Vichy, Hanoi and Tokyo which ties
the franc to local currency, our services are especially
exposed to the ravages of inflation. The latter can only
continue its headlong rush, and in a short time, paralyze
them entirely.

In fact, here are figures which explain the way
the depreciation is going:

13 June the gold bar was worth 288,888 CRB dollars.
28 June 276,888
18 July 488,888
3 August 525,888

Although changes in the Chancellery rate can follow
only at a distance the movement of depreciation of CRB
dollars, the latter cannot fail to carry with it losses
for the Treasury which will increase in a staggering pro-
gression.

By choosing a currency which is not linked with
the CRB dollar, notably the Swiss franc, could the Govern-
ment not acquire by a better transaction the relatively
small sums needed for the South China supply?

In fact, at today's rate 158,888,888, the figure
for our quarter's supply in CRB, could have been bought
on the open market for approximately the sum of 758,888
Swiss francs, which would have cost only 7,588,888 French
francs, instead of the 248,888,888 French francs which
this quarter will cost it by means of the special Tokyo yen.

By using the Swiss franc the expense would be stab-
lized and would not run the risk of the great lack of
proportion caused by the use of the present method of
transfer.

Perhaps it might be advisable to suggest to the
Ministry for Finance this method of payment, independent
of the yen, which has the advantage of palliating the
depreciation of CRB dollars, and would also relieve us
of asking the Japanese Government for a sum of CRB dollars
which is going to reach increasingly astronomical figures.

              <text>A powerful offensive was launched 25 July on the Granville-Caen front.

While in the Caen area the British attack was holding large numbers of German military forces but not being able to make any appreciable progress, the American forces were bursting the Avranches "keyhole" and hurling swift units to the south and west.

This was the situation on 9 August. Brittany, controlled by the American forces except for St. Nazaire, Lorient, and Brest, around which besieging forces are closing in, (faced?), to the east, a front marked off by Caen, Vire, Mortain, Mayenne, Le Mans, Angers. A strong thrust continued to make itself felt and seems to be meeting with no effective resistance except in the Mortain-Caen area.

There are numerous severe air raids on railroad centers, notably in the Rhone valley, (along the coast off) Provence, and in the Paris region. Communication within the country is becoming more and more difficult. The resistance elements are intensifying their activities, particularly in the region of the Massif Central and in the Alps.

The uneasiness shown in your previous correspondence is unfounded. The government's organization is unchanged, and its position may still be defined by the message of 6 June from the Head of the State and the (Head of the Government?). I urge you to believe nothing except on official notification.

I. ... les Japonais ont évacué la région Myitkina, Mogaung
et leurs positions de Tengyueh (et) K...mu. Les forces chinoises
du Tunnan sont en contact avec les divisions sino-américaines du
Général STILWELL et dès maintenant une liaison ... technique existe
(548) entre l'Assam et le Tunnan (et) Myitkina et Tengyueh. Mais
en raison des difficultés du codirecteur cette liaison précaire et
l' ... forces américaines vont chercher à rouvrir l'ancienne route
de Birmanie en occupant la région (de) Ma...mo où se concentre la
défense japonaise (549). En Nouvelle-Guinée les Américains ont
débarqué trois bataillons (à) (Manokwari) et Sorong (fles Middelsburg,
Amsterdam et côtes en face des îles). Les fréquents bombardements de
Malmahera font présager débarquement dans cette région. Les
Américains ont huit divisions en Nouvelle-Guinée où les Japonais (550)
n'ont plus que des éléments encorelés ne disposant d'aucune aviation

la flotte britannique orientale, la conférence tenue à Honolulu entre
le Président ROOSEVELT et le commandant des forces américaines dans
le Pacifique l' ... récent des raids aériens sur les ... ... ...
... britannique ... ... Chine du nord le Mandchoukouc, la Corée
et l'ouest (552) du Japon d'autre part font présager de nouveaux
développements de l'offensive anglo-américaine contre le Japon. Celui-
ci paraît décidé à n'engager le gros de ses forces aéro-havales
qu'à proximité de son territoire dans une bataille qu'il s'efforcera
de rendre décisive.

III. Le Conseil supérieur pour la conduite de la guerre
récemment créé au Japon comprend le Président du Conseil et l ... de
l'armée et d' ... (553). Les décisions de ce conseil qui doit co-
ordonner l'action politique et l'action militaire seront prises après
consultation des ministres intéressés.

IV. L'évacuation des ... des grandes villes se poursuit
