Quelques semaines avant la chute du Cabinet TOJO en pouvait
déjà noter dans la presse nippone l'éclosion d'une liberté d'appréciation
qui n'est en usage dans aucun pays belligérant. Cette tendance s'est
accentuée depuis que le Général KOISO a pris le pouvoir. La perte des
Mariannes est expliquée avec une rare franchise. Des critiques sont
formulées contre le défaut de coordination qui caractérise la production
japonaise. La super-production américaine est mise en balance avec
l'insuffisance de l'industrie nippone. Les articles qui traitent des
possibilités de redressement sont loin eux-mêmes d'être optimistes.

Au .... .... de cette (365) vague de sincérité ... ...
aucune pensée que le Gouvernement cherche à stimuler les énergies est à
développer chez les producteurs le sens du devoir. D'autres estiment
que le Gouvernement du Général KOISO est décidé à ne pas affronter seul
une coalition qui n'aurait plus, l'Allemagne une fois vaincue, d'autre
adversaire à réduire que le Japon et que la presse aurait pour mission
de préparer l'opinion publique à une solution de compromis.

Il est permis de penser que ces deux soucis coexistent dans
l'esprit des dirigeants nippons.

Il n'est en effet pas douteux que le Japon s'applique depuis
quelques mois à augmenter la (366) production de l'industrie de guerre.
Mais cet effort ne produit-il (25 unreadable groupe) telle qu'il pourrait
infliger une défaite à tout ennemi qui ... ... l'erreur de trop
s'éloigner de ses bases ... ... Industrie du Japon est telle qu'il ne
faut ... pas écarter entièrement cette éventualité. Il n'est pas
douteux par ailleurs que M. SHIDEMITSU, Ministre des Affaires étrangères
.... .... même à soustraire le Japon aux conséquences d'une
défait qui s'avère ... inévitable (367). La .... n'est au
surplus pas mauvaise. Le Ministre des Affaires étrangères peut dans
une large mesure compter sur l' ... des Soviétiques pour l ... d'argent;
certains spéculant aussi sur l'intérêt que les S.S. eux-mêmes peuvent
avoir à ne pas livrer l'Extrême-Orient à l'impérialisme soviétique. Ceux
de mes collègues qui connaissent le mieux le Japon sont en tout état
de cause: frappés par les tendances nouvelles de la grande presse nippone
et en tirant cette conclusion qu'elles ne peuvent pas ne pas avoir un
but ... . C'est à ce titre qu'elles me paraissent devoir ...

I. Since hydraulic engineering projects are sometimes dependent on new plants and installations sometimes supplementary to plants and installations already operating, and sometimes dependent on the opening of waterways (which are in turn linked to the agricultural hydraulic projects strictly speaking), It is not possible to indicate the cost price per hectare in such a way as to represent the total expense. The following data may be arrived at:

1. In Tonking, work in progress is malnly supplementary to earlier construction. For the new NINH BINH (experimental farm colony?) ${ }^{b}$ of 25,000 hectares, the projects consist chiefly of opening a new waterway important to relieve the (tonnage carried by?) the railroads, and of preparing for hydraulic construction work. Research pertaining to these projects gives a probable cost price of 400 Plasters per hectare, 80 Plasters of which would be for the waterway construction.
2. In Annam, at the LIETSON (experimental farm colony?) ${ }^{b}$ the probable cost price is 1,000 Plasters per hectare. The construction work at Camxuyen is strictly preparatory and consists of opening a navigable waterway.
3. In Cochin-China and Cambodia, the cost price varies greatly according to the nature of the projects and the hydrography of the region. For the plain of Guan Lo and the supplementary installations of the RAGBBIK-(TRATIEN?) zone: average, 20 Plasters per hectare. For the PREY (experimental farm colony?) ${ }^{b}, 110$.

The figure is very high inasmuch as the section is in the most remote part of the country, far from any quarry, with very expensive transportation. (2) Cambodia section:

1. The Sept Pagodes project: (1) The dike construction is finished. (2) Diversion. Upper part being dug by hand: --0--. Lower part being dredged out: 600,926. --20-- by* --6--, 1,900,000 (Youbici) meters. All this work has been delayed because of difficulties of a mechanical nature which are especially hard to surmount at present.

( 2960 meters long. A volume of 275,000 cubic meters was taken out
(Tas measured?) in barges. Work stopped following the bombing raid
of 12 July 1943. (The dredge was sunk by a bomb --7K-- repairs, heavy
damage sustained).
Projects --SH-- cement --G-- enable construction of the
dock to be undertaken as planned. Work at present is limited to the
arrangement for barges, classifiable as --4K-- one barge --G-- and 6
hectares (for the earth platform?) and ...A
