The concessions and prospecting for iron ore in the Thai Nguyen area are of two classes: (1) Concessions prior to the establishment of restricted zones. (2) Applications for concessions within the restricted zones, holding provisional authorization to operate.

The old concessions are:

1. LILITH, 390 hectares; owner: the heirs of BOURGOIN MEILLNE, Hanol; lessee: COMPAGNIE INDOCHINOISE DES INDUSTRIES MINIERES, Hanol; produced 108,000 tons from 1938 until stoppage of production at the end of 1943 .
2. ABOMEY I and ABOMEY II 320 and 45 hectares, respectively; owner: BOY LANDRY, Hanol; same lessee as no 1; have produced 125,000 tons since 1938 (these mines were exhausted by the end of 1942.)
3. YVONNE, 497 hectares, owner: DE REDON, 20 Boulevard Montmartre, Paris; lessee: SOCIETE DES CHAIRSORS, Dong trieu; produced 17,000 tons from 1942 to date, and operation continues.

Provisional authorizations awaiting instructions (Tregarding?) applications for concessions by decree are:

1. JEANNETTE, 63 hectares; owner: BARONDEAU Hanol; lessee: COMPAGNIE INDOCHINOISE DES INDUSTRIES MINIERES; produced 60,000 tons from 1942 until stoppage at the end of 1943.

Pursuant to my telegram no 2749 of 22 Apr114: We have now a concrete case of the applications of the decree of 27 December 1943, which authorizes the granting of loans to industrial enterprises. It concerns the COMPAGNIE (YMINIENEY) DES ETAINS D'EXTREME ORIENT (ETEXO), which has been hard hit by the stoppage of exports of tin ores, which had amounted to 446 tons in 1942 and 320 in 1943. Present sales being confined to the home market only, whose needs are estimated 15250 tons, the ore has been divided between the two exploiting companies located in Laos, ETEXO and SEEMI (SOCIETE D'ETUDES ET D'EXPLOITATIONS MINIERES D'INDOCNINE). However ETEXO, the management of which has not always been very smoothrunning and --3N-- adequate level, is particularly (Ybeset with?) difficulties, facing as it does a shrinking of the market down to apoint below a subsistence minimum; and it is certain that this breakdown will force it to close one of its two operating-centers, that of NURGSON, if it continues to be held down to its own resources alone.

I believe it essential to prevent such a stoppage, as it might be interpreted as a withdrawal of our influence; and it would be the more regrettable in that the company has on hand rather large amounts of stocks of concentrates sufficient to provide security for financial aid. The situation which has been investigated by the office of the InspectorGeneral of Kines at my request, has justified my granting a loan of 187,000 plasters on a basis of 1700 plasters per ton of concentrates.

A contract is being drawn up, but, in view of the urgency of it, the Bank of Indocnina consents to advance a loan to ETEXO without waiting for formalities. The loan is for 90,000 plasters, underwritten by the government-general and guaranteed in the same way as for a commercial transaction.

In order to put this into proper form I am addressing to you the following proposed ordinance, which may serve to fit the terms generally applicable for loans on stocks of ore .... ${ }^{2}$

On parlait beaucoup jusqu'à présent dans les
cercles politiques de l'intérêt qui s'attacherait à ce que
le Japon se rapprochait de la Russie; mais la presse n'avait
formulé aucune opinion à ce sujet.

Le Yomiuri du 30 juillet vient de rompre ce silence.
Il note que si en temps de guerre les opérations doivent toujours
être poussées avec énergie la diplomatie ne doit pas perdre
l'occasion de son côté de rechercher les solutions que comporte
l'évolution de tout conflit. Et partant de ce point de vue le
journal en question préconise l'alliance des deux grandes nations
asiatiques que sont la Russie et le Japon.

Il ne me paraît pas douteux que cette thèse ne soit
le reflet de la pensée de M. SHIGEMITSU.

Je me réfère à télégramme 517 de notre Ambassadeur à Tokio.

L'intérêt que les diplomates nippens portent à la politique soviétique s'affirme également ici à toute occasion. Au cours d'une longue conversation avec le nouveau premier secrétaire de l'ambassade du Japon à Moscou, j'ai constaté que celui-ci, avant de rejoindre son nouveau poste, poursuivait depuis deux mois, à travers le Mandchoukous et la Mongolie, une enquête approfondie sur le mouvement communiste chinois. Les chefs de ce mouvement et leurs troupes, qui poursuivent une lutte sans merci contre le Japon, reçoivent-ils leurs ordres et leurs armes de Moscou, ou bien obéissent-ils à des préoccupations purement chinoises? De la réponse à cette question dépend en grande partie la confiance que peut avoir (414) le Gaimusho dans les intentions russes à l'égard du Japon. Sans être arrivé encore à une conclusion définitive, M. MATHUDAIRA tient en tout cas pour établi que depuis longtemps déjà les armées communistes chinoises ne sont plus ravitallées directement par Moscou. C'est également l'avis de notre attaché militaire.

J'ai eu hier .M. un entretien avec M. SHIGENITSU qui selon l'usage m'avait convoqué pour prendre contact en sa personne avec le Gouvernement nouveau formé par le Général KOTSO.

Le Ministre des Affaires étrangères qu'anime une pensée élevée et qui a le goût des idées générales s'est engagé au déut de la conversation dans des considérations de philosophie politique. "Il est, m'a-t-il dit notamment, une chose plus importante encore". Puis il m'a parlé de la France et de la guerre qui se développe à ... sur notre sol. "Je crois savoir, m'a-t-il dit, (353) que M. ANETE se montre ...... Mais il n'est pas impossible que l'affaire de Normandie provoque quelque friction entre votre Gouvernement et les autorités allemandes. N'oubliez (pas) si cette éventualité venait à se produire que M. MITANI s'emploiera très cordialement à faciliter la tâche du Maréchal PETAIR".

J'ai remercié M. SHIGENITSU de cette obligeante pensée. L'entretien s'est alors orienté vers les choses d'Indochine. Le Ministre des Affaires étrangères souhaite ... ... en effet connaitre les impressions que j'avais rapportées de mon voyage ...

Mon premier soin a été de faire l'éloge de (354) l'Amiral DECOUX. Je lui ai parlé des progrès réalisés dans la direction du pays, des efforts faits pour assurer l'équilibre économique de l'Union, de l'ingéniosité déployée par nos industries, des difficultés enfin que nous rencontrions ... ... à la rupture des communications forroïaires ... ... .
M. SHIGENITSU a fait porter la suite de l'entretien sur le gaullisme. Il désirerait connaitre les raisons pour lesquelles le Général DE GAULLE paraissait s'appuyer sur la Russie. Je lui ai répondu qu'il fallait peut-être chercher l'explication de cette tendance dans les méomptes que le Général DE GULLH (355) avait rencontrés dans ses rapports avec le Cabinet de Londres.

La conversation s'est alors engagée sur les origines du gaullisme. J'ai expliqué au Ministre comment au lendemain de notre défaite le désespoir s'était emparé des esprits des Frangais</text>
