(et) qui, s'ils se produisaient, vous placeraient en présence d'une éventualité de nature à justifier l'attribution d'une plus large délégation d'autorité. Dans ce cas vous seriez autorisé à user des pouvoirs qui vous sont conférés par la loi no. (600) du 18 février 1943 dès que vous jugerez que le maintien de la souveraineté de la France sur l'Union indochinoise l'exige, même si l'interruption des relations télégraphiques avec la métropole (524) n'est pas un fait accompli.

Je vous fais confiance pour suivre au mieux la ligne de conduite essentiellement française qui a toujours été la nôtre jusqu'ici et pour éviter toute mesure susceptible d'entraîner un relâchement des biens d'allégeance de la colonie vis-à-vis de la métropole.

Ce télégramme ne comporte naturellement aucune suite pratique en ce moment et il ne devient pour vous une instruction que le jour problématique où l'éventualité envisagée au premier paragraphe serait réalisée.

(525) Pour ne pas être pris de court en cas de rupture des communications entre la France et l'Indochine, j'ai autorisé nos chefs de poste en Extrême-Orient à vous transmettre désormais directement leurs demandes d'approvisionnement en monnaie locale.

Cette mesure deviendrait inapplicable dans l'hypothèse où nos postes en Extrême-Orient se trouveraient également coupés de l'Indochine. Le meilleur moyen de rémédier à la difficulté serait d'autoriser l'agence de Tokio de la Banque de l'Indochine à disposer des yen spéciaux de la Banque pour l'approvisionnement de nos postes sur la seule demande de l'Ambassade à Tokio.

1. I thank you for having been so kind as to act upon the recommendations of my #4063-4064 of 6 July regarding the replacement of M. CHARTON (I refer to your cable #3618 of 8 July).

2. Although at the moment I have in mind no specific administrative task to entrust to that high official, I see no objection to having his enforced sojourn in Indo-China made profitable, possibly by putting him in charge of special research on subjects in his field; editing school texts or creating new plans for the future, for example.

It is important, however, that the text of the ruling concerning him should make quite clear that his colonial assignment as Superintendent of Public Instruction in Indo-China is at an end.

Likewise my appointment of M. TABOULET is being done in such a way as to ward off any agitation in people's minds which might surround this shake-up, which agitation I should not allow to appear, anyway.

3. I agree to the appointment of M. TABOULET as Acting Superintendent. His assumption of the title itself might come later, if, as I think, he acquits himself of his task satisfactorily.

4. I should be much obliged if you would arrange so that the CHARTON-TABOULET change-over may be made official before 1 August.

DECOUX urges BLEMAUT to approve the dismissal of CHARTON as Superintendent of Public Instruction in Indo-China. He squarely opposes DECOUX whenever the latter's orders do not please him. DECOUX recommends as his successor Professor TABOUIET, suitably qualified in history, who has been head of the education work in Cosmin China since 1930. TABOUIET is willing and declares his loyalty to the Marshal. He will be as acceptable to the teaching personnel as CHARTON has been, and under his administration DECOUX hopes for greater, "order, clarity, and discipline" in their ranks.

Mr. BERGERY cables Mr. LAVAL about the celebration this year of the National Holiday, saying that it was done the same way as in the preceding year. A Mass in white for France was said in the morning at 11 o'clock before a large attendance at Saint-Louis des Français, followed by prayers of Intercession for all French war dead. In the afternoon BERGERY had called together the French colony, more numerous than the last 2 years in spite of a reception organized by the Dissenters which had only slight success. BERGERY made a speech before about 400 persons, the text of which will be received by the Department in the next diplomatic pouch: In this speech BERGERY refuted accusations made against PETLIS and his government. The speech was well received. Following that, BERGERY showed a film on the Marshal's trip to Paris, the chief being acclaimed spontaneously. The ceremony ended with the Marseillaise and the salute to the colors.

## Part 1.

1. In your telegram #1735/S of 30 September, 1943, you were kind enough to explain to me the reasons which, in the opinion of the Ministry of Public Instruction, militated in favor of the renewal of N. CHARTON's colonial assignment as Superintendent of Public Instruction in Indochina, despite the arguments which I had presented to you in proposing the opposite course in my #1749/SS of 21 August.

2. The attitude of N. CHARTON has since made me regret not having more emphatically requested you to champion my point of view. Indeed, I must report to you that no further doubt is possible in my mind as to the deep-rooted hostility of this Inspector-General of Public Instruction for the doctrines of the National Revolution. He betrays it by a more or less open but certainly a systematic obstructionism against all directives and all undertakings that issue from the National Revolution, whether in the form of official instructions or of the principles of moral and physical training of youth.

3. To consider only the manifestations of this spirit on his part which I have observed during the last few months, the list is already a long one. The most recent instances are altogether characteristic of an opportunist who has obviously been following the trend of world events and of (Part 2) a mentality definitely warped by dated intellectual disciplines and by political preferences which one feels are each day closer to reappearing openly. I refer, on the one hand, to the tendency which I note in N. CHARTON, in his supervision of secondary institutions, to obstruct the diligence of the administrative authorities by his effective and regular enforcement of the --ruling of the Governor-General of Indochina on 11 February, 1950, which on this point has fallen into desuetude; and on the other hand, to a most regrettable incident which recently occurred in a classroom in the Lycee of

4. At the time of this latter affair, I noted on the part of the Superintendent of Public Instruction a deliberate intention to condone the misdeed which had been committed, which reveals much as to the Hector's true sentiments.
