Les rapports franco-japonais en Indochine n'ont été affectés en rien jusqu'ici par le développement des événements mondiaux. Le problème le plus délicat, celui de la fourniture des plastres nécessaires aux dépenses croissantes de l'armée et de la marine nippones en Indochine, a été provisoirement réglé a la satisfaction du Japon a la suite d'un entretien de MM. LAVAL et MITANI, le 29 juin dernier. L'accord conclu est valable jusqu'au 31 octobre.

Il est indéniable toutefois que les autorités japonaises sont assez nerveuses et très sensibles aux réactions de l'opinion publique française et indominclise ... ... ... ... Toutes assurances (10065) leur ont été données a nouveau sur le maintien de la politique d'entente avec le Japon et de respect des accords. Elles peuvent d'ailleurs constater que la tranquillité la plus absolue règne dans la fédération.

Referring to my telegram No. 424, paragraph 2.

I have the impression, after having conversed
discreetly about it with Count JORDAN, and not without endeavoring
to check his statements, that the affair might be reduced to
this:

Several times since the month of April the Spanish
Government has asked the German military authorities to remove
from the vicinity of the Basque and Catalan frontiers the
"Reds" who are employed in large numbers, it appears, on (?public?)
works in the southwestern part of France,

complained recently that nothing has been done about it.

Berlin is supposed to have replied by alleging as
a pretext that, on the one hand, the orders given the Spanish
missions in America were not at all in accord with this anxiety
and, on the other hand, the most efficacious way for Spain to
protect herself from an influx of the "Reds" would doubtless be
to repatriate them, as she had been asked to do for a long time;
thus she herself would be responsible for preventing them from
doing harm.

Part 3

It does not seem, in any case, that it has been a
question of any sort of insistence or injunction on the part of
the Germans, and it is probable that the concentration camps they
are preparing in Catalonia and Navarre are (?asylums?) intended

Kobe informs us that by agreement with the French authorities nothing is being attempted for the moment, with a view to modifying the present situation.

At Tientsin, fearing the worst, we decided to rent this factory to KDA under the same conditions as at Shanghai. With our association we have accepted some new agreements to raise from 190,000 to 380,000. Yen the capital of KDA, our subscription being immediately revertible to us, in case of 10% performance of the contract. We have seen MERANIDE, who made a good impression on us.

At Shanghai affairs are normal, but as the (Part 2) authorities are urging an increase of production, we are considering the purchase of supplementary material to get the COLONYE CLASSES started.

At Canton the contract for (Total-mining?) holds TRIKOKU ASSURU having reversed their decision, invoking the order of the Army of Occupation.

The last bombing of Bucharest caused considerable damage in the residential quarters which had been spared until now. The Ministry of Foreign Affairs, the --80-- and the Reich Legation were hit as well as important gasoline storehouses, the arsenal and the army warehouses.

Among the numerous casualties there is to my knowledge only one Frenchman, who was wounded.

La formation du nouveau cabinet japonais a provoqué de la part des divers gouvernements vassaux en Chine occupés les habituelles manifestations de fidélité. Une déclaration officielle publiée à Hankin le 22 juillet, rend hommage aux services rendus à la cause de la plus grande-ásie par le Président du Conseil démissionné et s'achève sur la promesse d'un concours sans réserve dans le combat contre "l'agression ... (américaine)".

La démission du Cabinet Tojo prend dans les circonstances présentes une signification particulière. Le Général Tojo était Président du Conseil lorsque s'est ouvert le recul du Pacifique; la guerre a été pour une très large part son œuvre personnelle; les victoires du début ont affirmé son crédit; la défaite qui s'accorde mal avec les dictatures le réduit et l'oblige à se retirer.

Comme je l'avais indiqué à V.E., l'affaire de Salpan a profondément troublé l'opinion publique. Le (nation) dans son île se croyait invulnérable; l'éventualité d'une campagne des Américains contre la terre inviolée de la patrie bouleversée les consciences. Fidèle à sa (480) méthode, le Général Tojo a hier soir, par des ruseurs, tenté de reporter sur la marine la responsabilité des échecs subis dans le Pacifique; il s'est à cet effet débarrassé de son Ministre de Marine et a tenté (comme son prédécesseur) un large remaniement du Cabinet. La manœuvre s'est retournée contre lui; les concours organisés ... ... lui ont fait défaut et il a dû se retirer.

Il n'est pas encore possible de savoir sur qui se portera pour le successeur du Général Tojo le (groupe missing) (481) activité s'étendait à tous les domaines. Le choix qui sera fait sera en tout état de cause significatif; les tendances personnelles du Président du Conseil permettront de mesurer celles du pays. Je ne serais pas surpris quant à moi si le Cabinet de demain devait tenter de rechercher dans un rapprochement marqué avec la Russie les garanties que la guerre ne peut plus offrir à la sécurité nationale.

Le Cabinet a été formé aujourd'hui par le Général KUISO, Gouverneur Général de la Corée qui jouit de la confiance immense ... et qui passe pour un homme avisé; la figure la plus remarquable est après lui celle de l'Amiral TORAI qui est connu pour avoir un tempérament conciliant et qui a été l'un des adversaires les plus résolus de la déclaration de guerre aux E.U.; il prend le portefeuille de la Marine. M. SHIGEMITSU garde les Affaires étrangères qu'il (unit) (489) avec le département de la Grande Asie, ce qui renforce beaucoup sa position. La Guerre est attribuée au Maréchal SUGIYAMA qui était Chef d'Etat-Salor au moment où le Général TOJO a assumé comme Ministre de la Guerre la direction de ce service.

A l'absolutisme du Général TOJO fait place une conception plus souple des affaires. Certains en concluent que le Gouvernement japonais évolue vers une politique de ... . Le fait est que l'Amiral TORAI et M. SHIGEMITSU (490) sont l'un et l'autre des hommes de bonne volonté.
