The (7Commanding Officer of the Navy?) has brought
me word of your (Treluctance?) to reserve to the (Varsenal?)
all our electric --G-- without possibility of granting its
services to outsiders except in exceptional cases.

I am convinced that, if I set forth to you the exact
situation as concerns electric-power supply in the Saigon-
Cholon district, that will be sufficient to cause you to re-
consider your decision, which, if held to --G--, would result
in the most serious consequences.

The district is ordinarily supplied with electric
power from the CNG QTAB plant of the COMPAGNIE DES EAUX ET
ELECTRICITE. But the available power of 7,000 kilowatts
with a daily peak of 5,000 kilowatts. This reduction in
power is due to progressive wear on the machinery, notably
the boilers, which, in spite of urgent requests on our part
to the Japanese authorities, have had no replacement parts in
three years.

During recent months this wearing-out has been acute,
and trouble with the firing has become more frequent, because
of partial substitution (Part B) of replacement fuels for coal,
transporting of which has been suspended as a result of des-
truction of railroad lines and almost complete stoppage of sea
connections between the North and the South.

The extreme difficulty caused by the reduction of power
has been made still worse by the scant margin maintained
between power available and power used. Thus, every break-
down means a partial halt in the service.

To meet this situation various measures have been
adopted: At the SINH TAY plant of the Indo-China Distributors,
installation of a 1,200 kilowatt turbo-alternator unit, taken
from CNG QTAB so as to utilize the available firing-power of
the boilers at BALLE PADDY; at Cholon, installation of a
500-kilowatt diesel unit sent by the Central at Cantino.

But still the contribution of the Arsenal must be dispensed with. The available resources in BALLEY FACILITIES do not provide for utilization of the NINH TAY installations at all times. It has been so of late. Moreover the supplying CHO COAN with coal remains very (Part 3) (Ttenuous); substitute fuels have less calorific power than coal. The available power at CHO COAN will be adjusted again by this, and probably brought back up to 9,000 kilowatts.

It is vitally important to facilitate as much as may be the enlargement of the margin of available power, so as to avoid cutting off the current, frequent instances of which have had most deplorable effects on the continuity of operation of the most essential industries. Therefore the functioning of the Arsenal as a producer of electric current cannot at present be reduced to its proportions of normal times.

Under the circumstances we are experiencing all activities are solidly and closely dependent on each other. The restrictions on electric power consumption in Saigon-Cholon are such right now that I cannot consider tightening them. The pooling of all resources of production is indispensable.

It is still less conceivable for the Arsenal to function independently since it is still dependent upon the general network when its Diesel unit is deficient; and how incongruous it would be if it should refuse, in case of need, to offer the services which it itself receives when it is in difficulties. (Part 4) I may add that it would be all the more surprising since a large share of its consumption of electricity is used for projects concerned, not with Indo-China itself, but with the Japanese Navy.

Therefore the Arsenal must by all means cooperate, to the extent of its present resources, in serving the network.

In the matter of the 480-kilowatt Diesel unit, I could not authorize its acquisition by the arsenal if the arsenal were to reserve it for its own use. It is necessary that this unit be used to reinforce the overall organization of electric power production in the Saigon-Cholon district. But the purchase of the 480-kilowatt Diesel unit by the Navy is interesting, and it is desirable (independently of the present circumstances) in order to allow in normal times a totally independent functioning of the arsenal such as would be impossible with its present lone unit, which frequently needs to be stopped for maintenance work and testing; whereas its use by the arsenal would only be a source of useless complications at the present time, and in the future a pointless move, since leading it into the network is possible only on a poor basis because of the voltage.

From a dependable source, I have the two following statements which may be related as cause and effect:

1. The Germans are said to be greatly disturbed by the fact that a secret circular addressed to the "Spanish Missions in South America should have invited them to establish contacts with the "Neds" who are there as exiles or refugees, to receive them treat them indulgently, persuade them to take again their place in the national community, etc.

PART 2 2. Is it by a sort of counterstroke to this measure, that, according to what I have heard elsewhere, the Germans at this time urged the Spanish Government to gather together on its territory 140,000 "Neds" who are still in France and whose presence (if they are even retained there?) would be 100,000 "Neds" undesirable, as would also be their transfer to Germany? The Spanish Government is said to have agreed to this, though with displeasure and resistance, and is supposedly already preparing concentration camps in the north to shelter and feed them.

I should be interested to learn from Your Excellency if this second item of information is accurate, while endeavor to verify the first one.

I am informed by our Consul at Trabzon of the arrival
at this town on 17 June of a Russian vessel escorted by
8 armed vedette boats. After the vessel had anchored in
the roads of Trabzon, the 8 small Russian Vedette Boats
continued on their way as far as the western boundary of
the town maneuvering openly in Turkish waters, and final-
ly put out to sea again. Local opinion was very much dis-
turbed by this event.

The ship started out again the 19th after having loaded

In the night (Part 2) of the 19th-20th it was torpedoed
and sunk off Trabzon. A broadcast by London on 4 July let
it be understood that the Government of the U.S.S.R had
protested to Ankara, alleging that the vessel had been sunk
in Turkish waters. The proper local authorities, however,
seem to have established the fact that the torpedoing took
place at a point (Yabout?) 6 miles off the coast

Dans l'accord signé à Rankin le 14 juillet dernier par le Ministre des Affaires étrangères et par le Chargé d'Affaires de l'Italie U., celle-ci renonce:

I. À ses droits d'administration sur la concession de Tien-Tsin.

II. Au privilège stipulé par le protocole des U. de 1901, d'entretenir un U. dans la Chine du nord.

III. Aux droits d'exterritorialité des résidents italiens en Chine.

Le premier point ne fait que consacrer l'L. situation d'un an. L'ancien Gouvernement de l'Italie, par l'intermédiaire de son ambassadeur était entré, au cours de l'été de 1943, en conversation avec le Gouvernement de Rankin pour la rétrocession de la concession italienne de Tien-Tsin, cet acte l'L. n'avoir lieu qu'à la fin (374) de la présente guerre. Néanmoins, U. de l'L. passé avec les Alliés par le ... les Japonais s'empressèrent d'occuper la concession de Tien-Tsin en dépossédant de ses droits la municipalité italienne. Le présent traité fixe légalement au jour même de sa signature le transfert aux autorités chinoises des droits de l'Italie sur la dite concession. En ce qui concerne le U., militaires et marins italiens ont été internés par les Japonais au moment de la (défaite) de l'Italie, tant à Tien-Tsin qu'à Peiping. Depuis lors, ceux (375) d'entre eux qui ont prêté serment à la République italienne ont reçu l'autorisation de circuler librement en ville sans ... mais le ... italien ne subsistait plus comme tel. Le troisième point, qui est de beaucoup le plus important, n'apporte cependant rien de bien nouveau; en effet, le Gouvernement italien promet "(droits) exterritoriaux dont il jouit en Chine"; or, la déclaration italienne du ... 1943, (à laquelle) se réfère le traité, contenait déjà ce même engagement de principe.

(376) Au surplus, il est douteux que l'actuel gouvernement de M. MUSSOLINI, même s'il se proposait de réaliser ses intentions à cet égard, pût le faire avant que le Gouvernement japonais en eût donné l'exemple. Or, il semble bien qu'après avoir mis au point, il y a (environ) un an, le régime qui remplacerait pour les sujets japonais

En bref l'accord sino-faciste du 14 juillet se borne à constater un état de fait et pour le reste à renouveler des engagements antérieurs. Intervenant moins d'un mois après la réouverture à Hankin (377) d'une Ambassade d'Italie républicaine, il offre surtout une valeur de propagande, de portée bien réduite d'ailleurs. Le crédit du nouveau chargé d'affaires se mesure au fait que ces jours derniers une trentaine de familles italiennes de Pékin et Tien-Tsin ont encore été acheminées vers le camp de concentration des sujets ennemis, au Chantong, bien qu'il s'agisse de ressortissants qui s'étaient proclamés fascistes. Il semble que, ce faisant, les autorités japonaises aient cédé simplement "a leur insatiable besoin de procurer à leur administration ou à leurs résidents les localités habitées par les européens et aussi qu'elles aient fait porter leur choix sur des commerçants riches qui sans doute ne s'étaient (378) pas montrés assez malléables. Il est à noter, enfin, que l'accord relatif à Tien-Tsin ne contient aucune clause prévoyant rengagement des anciens fonctionnaires italiens ou indemnités en leur faveur.

Referring to my telegram No. 424, paragraph 2.

I have the impression, after having conversed discreetly about it with Count JORDANE and not without endeavoring to check his statements, that the affair might be reduced to this:

Several times since the month of April the Spanish Government has asked the German military authorities to remove from the vicinity of the Basque and Catalan frontiers the "Reds" who are employed in large numbers, it appears, on (7publis?) works in the southwestern part of France.

By a sort of counterstrokes to this measure, --10-- according to what I have heard elsewhere, the Germans at this time urged the Spanish Government to gather together on its territory 140,000 "Reds" who are still in France and whose very presence, (? if they were retained there?) would be --13-- undesirable, as would also be their transfer to Germany. The Spanish Government is said to have agreed to this, though with displeasure and resistance, and is supposedly already preparing concentration camps in the north to shelter and feed them.

I should be interested to learn from Your Excellency if this second item of information is accurate, while I endeavor to verify the first one.

              <text>I. By the text of my order of 19 November 1943, article 1, the following are created in Indo-China:

A committee for management and supervision of the mines (concessions and prospecting-permits) belonging to the two companies, the SOCIETE DES ETAINS ET WOLPHAM DU TORKIN and the SOCIETE DES MINES D'ETAIN DU HAUT TORKIN, as provided under article 1 of the above-mentioned agreement of 18 September 1942.

A Franco-Japanese Joint Exploitation Association, as provided under article 4 ("Mines") of the agreement of 18 September 1942. The powers, duties, and functions of the Managing and Supervisory Committee and of the Franco-Japanese Joint Exploitation Association are as defined in the agreement of 18 September 1942 and in the "Regulations concerning the Franco-Japanese Joint Exploitation Association responsible for carrying out the extension program for mines and the program for increasing production," which were signed 18 September 1942, article 3. The Franco-Japanese Joint Exploitation Association provided for under article 2 is staffed by civilian personnel. It possesses the powers mentioned in decree no. 1934 of 23 October 1943 (above-mentioned) article 4.

M. MENAUD, a mining engineer, who is at present the director of the SOCIETE DES ETAINS ET WOLPHAM DU TORKIN and of the MINES D'ETAIN DU HAUT TORKIN is appointed legal representative on the Franco-Japanese Joint Exploitation Association, and in this capacity he is empowered to execute the transactions provided for under decree no. 1935 of 23 October 1943, article 5. The date of the Franco-Japanese Joint Exploitation Association's entrance upon its duties will be set by decision of the Governor-General in article 6, the enabling clause.

II. By the text of my decision of 6 March 1944, single article, the date for the Franco-Japanese Joint Exploitation Association's entrance upon its duties (which Association was created by the order of 19 November 1943) is set retroactively as 1 July 1943.
