With reference to my telegram of 29 June*, I have the
honor to inform you that in reply to my latest demarches, the forwarding
agents told me that the German railroads are no longer accepting
anything to be transported to France. One would have to communicate
--U-- general of the Ministry of Communications in the Reich. It would
be necessary then to intervene urgently with a view to the arrival of
the first "CONCORDIA" installment of 500 tons of petrolatum and later
of 500 tons of beans which will very probably be exported in exchange
for the value of the November 1943 bond.

III. Itinéraire: venus de Chine par groupes de deux ou trois, les B 29 probablement de Chengtu, les assaillants se sont rassemblés sur l'ile de Cuulpart puis séparés en deux groupes l'un en (293) direction de Yawata l'autre de Sassebo.
IV. Réaction japonaise faible. Par suite des conditions atmosphériques la chasse n'a pu trouver les bombardiers. D C A également inefficace.
V. Résultats du bombardement insigniflants quelques bombes -14K. défense néanmoins sur sol japonais mais une unité de Miyabusa a attaqué et endommagé aux environs de Sinyang (Honan) un B 29 ayant probablement participé au raid.
VII. Remarques: 2(294) inefficacité de l'attaque serait due aux circonstances atmosphériques. Celle de la défense le serait a double titre, ces conditions étant vraisemblablement la (cause) du

As it has been impossible for me to telegraph in the usual way since 29 June, I am sending you through official channels the following information:

"As a result of the allegation of the TASS Agency regarding the manufacture at Pamplona and in the neighborhood of Madrid of separate parts intended for the German secret weapon, the Spanish Minister for foreign affairs sent an unofficial note formally denying these allegations which have been taken up again by the British press. He stressed the absurdity of this accusation, 'the principal characteristic of this weapon being its secrecy'. The communication goes on to say that there do not exist in Spain especially in the regions mentioned, industrial establishments capable of producing manufactured pieces of this kind, and he adds that Spain does not produce any war materials intended for the belligerents. The note concludes by proposing the verification of this statement although one may be sure that those who are accustomed to slandering Spain will continue to do so."

First, I ask you to repeat the figures in French francs and Swiss francs appearing in the last line of your telegrams No. 278b.

The Turkish Delegation, upon its return to Ankara verified for me on behalf of the Association Nationale des Forteurs Français de Valeurs Mobilieres, the copy of the various documents drawn up as a result of the Paris negotiations.

In a dispatch bearing the number 54, in the diplomatic pouch which is at present en route, I have furnished the Department with all the information available at the time concerning the Anglo-Turkish and Turco-Swiss negotiations relative (Part 2) to the (719337) loan.

(Finally?) the English negotiated at 60 --0--, a price which the Turks present as a --0-- which cannot serve as a precedent, the Swiss having 10 times more securities than the English, and the French 12 times more than the Swiss.

The Swiss Minister, entrusted with conducting the Turco-Swiss negotiations here has thus far tried in vain to secure equality of treatment and has come up against the argument that any concession made to Switzerland would necessarily have to be made to France. In vain M. LARDY replied that if Turkey considers it necessary that there be equality of treatment between Switzerland and France, (Part 3) there is no reason to refuse to permit that equality between England and Switzerland.

The Turks up to now would not hear of this and they told him that on the (Tbasis?) of compulsory redemption, the maximum requested --0-- would be 650 French francs which, converted into Swiss francs at the rate of 6.2, gave 40 Swiss francs, but they added that the matter is one of optional redemption on the (Tbasis?) of the stock exchange and not of compulsory redemption.
