possibilités offensives des S.U. et, partant de cette idée, il avait cru
pouvoir se reposer sur ses lauriers.

La nation japonaise s'efforce maintenant de rattraper le
temps perdu.

La mobilisation est totale et des restrictions sans précédent
sont imposées au peuple nippon. ... ... ... sont à l'armée ou à

Mr. PIETRI cables that the Spanish Red Cross has proposed that 15 to 20,000 French children (from 5 to 12) be given shelter in Spain, and that the French Red Cross would be asked to contribute to the expenses. He continues that he has requested Mr. GRANDINE PELIMAN, who is now in Madrid and with whom Count DE LA GRANJA got in touch through PIETRI, to consider this matter with Mr. LAVAL and the Marquis DE BUR in order to solve the problem as soon as possible.

PIETRI concludes that the first group should not exceed 5,000 children, in order to permit taking the necessary steps for another group of equal size.

Le commandement japonais devant la menace d'une liaison directe entre les forces alliées du Pacifique et l'armée de Tchungking, a réagi immédiatement.

Assuré (353) momentanément d'une certaine liberté du côté de la Sibérie, il a ... en Chine une série d'offensives destinées à lui donner le contrôle complet de la voie ferrée Pékin-Hankeou-Canton et à remplacer ainsi par une liaison des communications ... insuffisantes ou menacées.

Alignant à l'ouest le gros de ses forces, il cherche à couvrir cet axe de communication contre les armées chinoises ainsi rejetées vers l'intérieur et chassées des provinces côtières, en leur interdisant tout espoir de secours naval ou aérien, et en privant Tchungking des ressources de ces provinces.

(354) Le campagne du Nonan, stationnaire depuis le mois dernier, a constitué le prélude des opérations du Hounan, déclenchées à la fin de mai par l'armée nipponique du centre; ... ... elles ont entraîné la prise des centres importants de Changsha et de Mengyang, et désorganisé plus de vingt-cinq divisions chinoises, appartenant à la neuvième zone de guerre dont les communications ont été rompues avec la sixième et la troisième zone de guerre. Gouvernement de Nankin a donné (un) grand retentissement à la déclaration Japon en Asie Orientale et sur ses intentions à l'égard de la Chine. La publication à Nankin, le même jour, d'un communiqué prenant acte des assurances japonaises et appelant les chinois à l'Union, montre que l'on n'a pas voulu y laisser sans écho des formules devenues pourtant rituelles dans les rapports des deux gouvernements.

Dès le 6 juillet, le docteur TSU MIN YI, Ministre des Affaires étrangères communiquait à la presse un commentaire du document nippon, tandis qu'un représentant de la Commission des Affaires politiques de la Chine du Nord en faisait de même à (362) Pékin. Enfin, l'agence DONEI a salué l'occasion du septième anniversaire de l'insidette de Chine pour revenir sur la déclaration du 5 juillet. Sans doute ces manifestations simultanées furent-elles décidées lors du récent voyage à Tokyo de M. TSU MIN YI et de l'Ambescateur du Japon à Nankin.

Les textes mêmes n'apportent rien de nouveau. Le communiqué nippon, après avoir évoqué les aspects moraux de la guerre de la Plus Grande Asie, en examinant les aspects généraux et admettant que le Général Commandant en Chef accentue sa pression contre Japon dans le Pacifique; en dit-il, l'armée impériale est en train de porter aux anglo-saxons, sur le sol chinois, des coups qui doivent (363) devenir décisifs. Il continue en ces termes: "Il va sans dire que le peuple chinois est notément et que même les forces armées de Tshungking ne sont pas nos ennemis, si elles sont opposées à la collaboration avec les anglo-américains." Il adhère sur un rappel du pacte sino-japonais et des intentions amicales du Japon à l'égard de la Chine.

Quant au communiqué de Nankin, il débute par l'énonciation des desiderata chinois: rétablissement de la paix et constitution d'une Chine indépendante ... "partagera avec le Japon la responsabilité de la sécurité de l'Asie." Le Gouvernement de Nankin précise ensuite sa double tâche qui consiste (à) éliminer l'influence anglo-saxonne conformément à la déclaration de guerre du (364) 9 janvier 1944, et à maintenir l'ordre à l'intérieur. Enfin il fait appel à la population, particulièrement aux officiers et soldats chinois, pour réaliser l'unification de toute la Chine.

Ces manifestations sont à rapprocher des déclarations que vient de faire à Tshungking le Général TCHIANG KAI SHIK. Celui-ci a insisté avec force sur la gravité de la situation à laquelle il doit
