Ces constations pessimistes, faites au lendemain de la visite à Tchungking du Vice-Président des (363) M.U. sont confirmées par les articles récents de la presse américaine; ces derniers soulignent que sous tous les rapports la huitième année de la guerre sera plus difficile encore pour Tchungking que les précédentes, déjà si cruelles en raison de l'inflation monétaire, de l'affaiblissement des armées chinoises et du conflit avec les communistes.

Il est donc possible qu'à la faveur de ces circonstances nous assistions à un nouvel effort japonais pour régler l'incident de Chine, mais par les armes plutôt que par la négociation; le passage de la déclaration nipponne relative à l'amitié pour les chinois comme l'appel de Nankin à l'union n'aurait ... dans ce cas que la portée d'un geste ... opinion. La dernière tentative d'ordre diplomatique remonte à septembre 1943, époque où M. WANG CHING WEI se (366) rendit à Tokyo et où l'on parlait couramment au Japon de 1 ... et 1 ... du conflit sino-japonais, et à Pékin d'une médiation à exercer par M. WANG KEN MIN entre Nankin et Tchungking. Le Département a su par les télégrammes de M. SUSHI que les espérances nippones furent une fois de plus dégues et que cette manoeuvre aboutit seulement, le 30 octobre dernier, à un nouveau traité d'alliance entre Tokyo et Nankin. On peut d'ailleurs douter si l'effet des victoires remportées en Chine par les armées nippones contre-balancera dans l'esprit des dirigeants de Tchungking l'impression produite par l'avance américaine sur mer et dans l'air, en direction du continent et de l'archipel nippon.

Le télégramme 100-02 de M. FAIN a indiqué à V.E. les conditions dans lesquelles le Ministre des Affaires étrangères a soulevé la question de l'évacuation hors de Tokyo du personnel diplomatique ... depuis lors cette affaire a donné lieu à des notes officielles entre diverses missions diplomatiques et les autorités japonaises. D'autre part la plupart de mes collègues ont retenu des logements dans les centres d'évacuation désignés et certains d'entre eux y ont déjà organisé des installations semi-permanentes.

Mon Ambassade a jusqu'à présent ajourné sa réponse au Ministre des Affaires étrangères. Mais je dois noter que depuis le raid sur (432) Kyushu, l'occupation de Saïpan et l'invocation de la flotte américaine à proximité des îles Bonin, les milieux compétents japonais se montrent de plus en plus préoccupés par l'éventualité du bombardement de Tokyo et m'ont fait interroger sur les dispositions que je proposerais de prendre. Je répondrai au Ministre des Affaires étrangères que j'ai la forme intention de ne pas bouger personnellement de Tokyo tant que le Ministre des Affaires étrangères y restera lui-même. Il résulte d'information que je crois sérieuse que l'offensive japonaise en direction de Kwayang aurait pour but premier Kwei-Lin et pour objet ultérieur Yunnan Fu.

Les conditions dans lesquelles se développe la guerre navale rendaient nécessaire l'établissement d'une liaison continentale entre le Japon et la Birmanie.

Il est difficile d'apprécier les possibilités d'exécution d'un plan aussi vaste.

Dans l'affirmation l'établissement d'un écran japonais ... et les chinois aurait pour effet de nous exonérer des principales responsabilités qui nous incombent à la frontière du Tunkin.

Some travelers coming recently from Beyrouth reported that on the occasion of the last Easter festivities the religious ceremonies had taken on more importance than in previous years.

In the Greek-Orthodox community particularly, a procession took place the evening of Easter. This year it started from the enclosure of buildings reserved for the cult and followed certain streets of the city. According to traditions the Icon of the Resurrection was carried by the faithful. But it was followed by a large portrait of STALIN with the inscription: "This is the savior of the world."

Besides the orthodox, a great number of persons belonging to the community (Maronites, Armenians, Musulmans) took part in the procession.

The travelers who reported the above facts were struck also by the fact that a good many shops, stores, and cafes displayed in full view portraits of Mr. STALIN.

I beg you to inform Mr. WENGEN immediately that
SCHENKER has not yet obtained from the German authorities any
permission for transit, either for the petrolatum or for the
balance of the first series of the CONGONDIA order; the
preceding transit permit is no longer valid for this. It
would be expedient, therefore, to have instructions addressed
at once to SCHENKER both for the 500 tons of petrolatum and
for the approximately 530 tons of miscellaneous goods already
paid for, which CONGONDIA still has to deliver to us.
