Mes conseillers militaires m'ont fourni sur les opérations en cours dans la région des Mariannes les ... suivants:

Saipan, que l'aviation américaine peut dès maintenant utiliser, représente un point stratégique d'importance considérable. Le rayon d'action des très gros bombardiers leur permettrait de bombarder de Saipan les Philippines et le Japon qui n'en sont qu'à douze ou treize cents milles, si toutefois ils peuvent être amenés à pied d'œuvre et si le terrain de l'île peut être aménagé pour permettre leur décollage. De toute façon de moyens bombardiers pourraient opérer (271) de Saipan sur les Philippines et atterrir ensuite sur un des aérodromes avancés de la Chine.

Saipan ouvre ainsi dès maintenant un passage vers la Chine à l'aviation de l'amiral MINITE jalonnant le couloir que celui-ci veut garder à sa flotte à travers le Pacifique central.

Au surplus le fait que la flotte américaine ait visé ce point plutôt que tout autre est un indice suffisant de l'importance de Saipan.

La flotte de surface japonaise avait ... ment cessé toute opération contre l'avance américaine depuis plus d'un an, se réservant évidemment pour la protection des communications absolument utiles.

Son accrochage avec la flotte américaine ou le (272) ... de celle-ci opérant dans les Mariannes, permettait de penser qu'elle avait décidé d'agir pour conserver Saipan coûte que coûte. Le fait qu'elle avait rompu le combat après 48 heures laissant seulement la place à l'aviation navale dont le rôle ne peut être que de retarder l'action ennemie et réglant ainsi dès maintenant le sort de Saipan pose un point d'interrogation sur l'attitude qu'elle aura lorsque de nouvelles escudres ennemies plus fortes certainement que celles opérant maintenant aux Mariannes se présenteront encore plus près des côtes du Japon.

Des bâtiments de guerre américaine ont pour la première fois manifesté la semaine dernière leur présence au voisinage des Bonin.

The COMBAGNIE COTIERE DIANNARD, owner of the ship, sent to the executive offices of the Merchant Marine, a request for abandonment in which the Government-General concurred. The owners, the Government-General, and the Commissioner of Damages are appointing experts to answer the usual questions put by the ASSURANCES DE GUERRE.

The (?Merchant Marine?) considers (?examination?) impossible and reflecting of the ship costly (?resting as it is in water?) 14 meters deep and in the position of latitude 11'4 North, longitude 108'40 East.

With reference to your telegram No. 2048, the following information has been given us by MATHER, beginning with the month of May:

1. The maintenance of the plantings has been limited to the best lots, because of the limited number of coolies and the constant rise in wages.

2. Because of an insufficient number of women laborers a part of the crop has been lost.

3. Nevertheless, considering the coolies available, the replacement of the ANNASTOS following orders given and the substitution of charl for Arabica have been continued regularly.

4. Overseer QUREY resigned July 1942, Overseer STAY died March 1943; we have replaced them by Annamite overseers who are suitable and less expensive.

5. In view of the situation the manager's pay was reduced and then eliminated during the critical period.

Our budgetary expectations are based on present prices, plus a margin of safety, taking account, as best we can, of the continuous rise in prices of all vitally necessary commodities. The indecoribable economic stagnation, the critical condition of (? merchandise and ?) currency, the constantly-changing local situation, set obstacles in the way of finding a proper basis for anticipated expenditures. For example, the anticipated budget drawn up in 1943 for 1944, though generously calculated, was, contrary to all estimates, far below the actual needs at the very outset of the fiscal year.

By way of indication the cost of living in May 1944 was 5 times higher than in May 1943. Comparative indices for the same periods are: 6½ times for food, 4½ times for clothing, 1½ times for lodging. The purchasing power of the C.R.B. fell to 1/5 of its value in one year. The F.R.B. follows the same route, with a lag in time.

It is difficult to guarantee that the very generous anticipated expenditures here presented will agree with real prices six months hence.
