The Commission established by Article 5 of the decree of 29 May 1931 in its session of 17 April 1944 passed a resolution stating that, considering the difficulty of transportation and to favour the developing of distant mines, the weight for taxation of mining products should be fixed at the mine-head.

The proposed reform seems to me, and in addition it would bring Indo-Chinese legislation in to harmony with that of Africa. As it concerns very unimportant mines only, and should therefore have no obvious effect on the total amount of taxes to be collected, it is my opinion that it should be made a law. Therefore I am requesting you to present to the chief of State for his signature the draft of a decree, the text of which will be sent you in telegram 10,463.

Mr. GASSOUIN cables Mr. LAVAL that the rise in prices at Bangkok has increased since the beginning of the year. Products of current usage cost 4 times as much as a year ago. The credits provided by the Department for the auxiliaries of the Legation and the Consulate of Battambaug amount respectively to 18,700 and 3000 francs per month and they have not been increased for several years. 1. Turkish Debt 7--U--a --U--b. An agreement concluded 24 May with the National Association of French Holders of Stocks and Shares, provides for the total purchase of bonds circulating in France, (Talong?) with all their bonds which (Thave fallen (?due?) and are unpaid, at the net price of 866 French francs a bond. The net price comes to 856 francs after deduction of expenses and commissions. The holders will, in addition, have to pay the French taxes and brokerage commissions. The period fixed for the sale of the bonds will expire 31 December 1944. (Part 2) After this date and until the expiration of a period which will come to an end 6 months after the cessation of host-ilities --50-- sale of the holders who will give proof of a case of absolute necessity.

The Turkish delegation, likewise, concluded agreements with the BANQUE DE FRANCE and the Exchange Office for the financing of purchasing transactions and with the (?Government?) for the carrying out of these transactions. I will give you specific information soon concerning these agreements.

The National Association has published an opinion analysing the Turkish proposal (Part 3) and recommending that the French holders adhere to it. A second opinion will be published later on, when certain authorizations will have been obtained from the German authorities and when several fiscal questions will have been settled, in order to ask those concerned to turn over their bonds to be sold.

In addition, the Turkish Government had an opinion published on 16 May, indicating that the redemption before due dates of the bonds, with all bonds in arrears attached, will be carried into effect as of 25 May and for a period of ten years at the option of the holders and at the rate of 665.75 French francs (Part 4) and of 41.44 Swiss francs.

Consequently, the French holders will have the option of either selling their bonds at 856 French francs, or of waiting until the

2. Turkish debt 7 --U--8 (719337). According to the terms of a letter addressed by the Turkish delegation to the National Association, the Turkish Ministry of Finance stated that it was ready to engage, (after) passing judgment with the representative of this association in negotiations bearing on the --U-- repurchase of the bonds, with all bonds (which have fallen due) (Part 5) since 25 May 1940 inclusive attached.

If these negotiations do not result in an agreement within a period of 3 months dating from the time when they started, the Ministry of Finance will proceed, as soon as this period expires to the turning into (frequent) in France of the bonds, (which fell due) 25 May 1940 inclusive to 25 November 1943 inclusive, at the rate of 12.62 --38 bonds, the net sum, that is to say under the deduction, resulting from the application to the transfer of the corresponding --U-- established in Turkish pounds, of a (premium) of 48 --U--.

3. --U--1 Loan (zone --U--) 1913 --G-- of the city of Istanbul. (Part 6)

According to a letter sent by the Turkish Delegation to the National Association, the Turkish Ministry of Finance has undertaken to turn into payment in France, on 1 August 1944 at the latest, the bonds of this loan, (which fell due) from 1 January --U-- to 1 January 1944 inclusive, on the basis provided by the agreement of 9 July (719337) that is to say at the rate of 15 French francs, the net amount per bond.

4. The National Association has handed to the Turkish Delegation a letter addressed to you containing the copy of the different documents drawn up at the end of these negotiations. I am waiting until later to have instructions sent to you concerning the negotiations to be started with regard to the possible repurchase of the bonds of the Turkish Debt 7 --U--8 (719337).

...a rationing organization does not exist and the supply is practically unchanged for (Part 3) many inhabitants of Shanghai (Tbetn?) Chinese and foreigners. The proposals do not take into account the increasing demands made upon our personnel. I think these proposals are very inadequate but I feel obliged to stand by them out of loyalty to the official French services until there has been a new rate adjustment from the Chancellery.

Transportation fares were about doubled as of 1 June but there was another reduction in the number of buses. We are putting into operation the additional clause to table #94, theoretically we are basing our operations on a table approximately 200, actually on table 230 as a result of the extension of the proposal first promulgated.

The additional clause gives the rate for electric lighting water (Power?) 4.09 - 2.66 - 2.66. We are planning to apply the readers' account 1 June 5.80 - 5.80 - 5.70.

Daily receipts from operations since 1 June approximately 1,800,000, exclusive of funds for surtaxes and earnest money. The difficulties of operation are aggravated by numerous clashes with the Chinese authorities, particularly with the Judiciary; (Part 4) we hope to be able to surmount these, thanks to the contacts and by means of the action granted us by our agreement with Nanning. But these incidents confirm my conviction that operations would be impossible should extraterritorial privileges be abandoned.
