Before leaving Shanghai, after having headed our Consulate General for 3½ years, I feel that I should at least send a telegraphic account of our situation in that city, as it is impossible for me to file a report with the Department.

1. It seems to me to be useless to stress again the importance of the establishment which France still has there even after the retrocession of our concession. All pertinent information in this connection was given by the Ambassador and by me in our telegrams during July and August, 1943.

However painful it may be for us to have to abandon a Company which has been going for a hundred years after --20-- to say that the future of the French in Shanghai is to a great extent assured.

2. It one excludes the forces of occupation (500 French officers and soldiers with their wives and children numbering 200, and 1500 Annamites); as well as 220 missionaries and people of religious orders, our colony comprises about 2000 French nationals, including families.

3. 200 people are employed in the different --Services which the state or the French authorities maintain in Shanghai: the Embassy, the Consulate General, the Naval Base, the College, the Centre français and Welfare Fund; the consular police, the Pasteur Institute, etc. 800 of our compatriots are attached to our Banks or to our (Commercial?) firms as well as to companies or organizations of all kinds. This latter group (as well as 210 Frenchmen without any regular profession) are suffering more and more from the almost complete cessation of economic life which followed upon the opening of hostilities in the Pacific. Right now some hundred Frenchmen live only on aid from the Benevolent Society founded by the Consulate. This organization is supported exclusively by local resources. It is now spending 2,500,000 CRB dollars a year for our needy compatriots, the number of whom increases steadily.

              <text>of the 251 French (700 individuals including the 10 men) are employed by the police and the municipality in our situation, who have gone into the service of the Chinese authorities. The latter pay them what amounts to about 40,000,000 CHR dollars a year. This sum, although very considerable, does not in any way correspond to the cost of living, which has risen 325% in the last 10 months. The Embassy and the Consulate are constantly trying to get salary increases for our compatriots, but so far without any appreciable success. Regretfully and with extreme prudence I felt obliged, beginning 1 January last, to make supplementary payments to them —so — to live. These payments, taken out of the reserve fund set up in view of this situation which the prolongation of the war made inevitable, have exceeded since I say a monthly sum of 2,000,000 CHR dollars, which can only continue to increase. At this rate, it is not difficult to foresee the time when these extra resources will be used up.

6. As the Department can see, our authorities in Shanghai have therefore as their essential task, the assurance, until repatriation, of the existence of the French people who were here only to serve the concession, and who aspire only to reenter France at the first opportunity. To take care of that we have at our disposal 40,000,000 a year which the Chinese Government pays and the reserve fund which the crisis devours at so rapid a rate that I should not be astonished to see it exhausted as early as the beginning of 1945.

I have tried so far to resort as little as possible to financial aid from the State. The department, by granting 1 August last the sums necessary for the service of liquidation, for the consular police, for the College, and for the Ecole Franco-Chinoise; the Ministry of Colonies, by attaching to the occupation (7 corps?) the Tonkinese Supplementary Battalion (which entails expense for the mother country, but an economy in the budget of Indo-China) have reduced by one-third the expenses I meet with our local resources only. Likewise the Government, by according the municipal personnel substantial transfer facilities, has made a gesture greatly appreciated by our compatriots. The retrocession of our concession has, however, involved only a minimum of expenditure for the State, more than largely compensated by the constituting of a considerable real estate (7 fund?).

2.... that the French Government is not obligated to the Frenchmen in China who worked in the concessions and who have been placed in an awkward position by the retrocession, its moral obligations are undeniable as I wired the Department on 17 of June last (§511 to §15). In this connection the example of action taken by other countries is worthy of observation. For instance for 4 years the German Government has supported in Japan and in China thousands of Germans expelled from the Netherlands East Indies. The French Government may very soon be obliged to take similar steps. But that involves a problem beyond the scope of Shanghai and one that equally concerns Tientsin. For this reason, I have discussed the matter with the Ambassador and we are planning to continue the conversation in Peking itself in order to be able to submit to the department some definite suggestions before the departure of K. The plan had already started to be put into effect when it became known to me. With reference to your telegram of 4 May, the text of which came to my knowledge only on 25 May.

1. The value of the bonds maturing 15 April and 15 May 1943 was turned over more than a year ago to the petroleum companies responsible for delivering the gasoline.

2. As I have already pointed out, the tonnages of gasoline represented by these bonds are not individualized. The organizations have only contracted with the Roumanian Government to deliver, according to the agreements, the amounts of gasoline represented by the bonds.

3. The agreements have expired. In this connection I would like to recall the fact that the Roumanian Government, going back on its first answer, has not accepted the procedure of having a new postponement of deliveries even on the basis of the quotations of the petroleum advisor in November 1943. This is in part —11%—Roumanians made a real attempt to get the German Delegation to have inserted in the agreements of last February the clause regarding the 12,000 tons.

4. As the deliveries were not made under the —G— provided for —G— (7agreement7), the Roumanian Government or the companies could try to obtain better terms. The carrying out of the clause regarding the 12,000 tons would avoid, at least in the opinion of the Finance Ministry, the possibility of the question of price being raised.

5. On the basis of an agreement concluded between the German authorities and the COMPTOIR EUROPEEN DE CREDIT, RUMIN is supposed to have been charged with the duty of ensuring the exportation of the 12,000 tons in monthly installments of 1500 tons. I have put its director, (7Mr.7) (7CEL7)LIEH in contact with the Board of Managers for the Transaction of Funds, which gave him all the necessary information. I would appreciate it if you would let me know immediately if I should cooperate fully with RUMIN.

The "RUMIN", in agreement with the Ministry of Finance, addressed a circular to the LIVRANGIAI Companies asking them when they will be able to deliver to it their share of the monthly instalment of 1,500 tons for the period February to June 1944. With regard to this, I believe I ought to recall the words of my telegram of 30 May (that is to say that!) it was important that I receive (drafts?) immediately.

4. Dried vegetables. From the information supplied by the German Legation and by the shippers, it results that after several disturbing refusals, the transit permit will soon be granted for the shipment of a first instalment of 500 tons of beans (Part 2) to be paid for with the value of the November 1943 bond. I have had no news of the first 6 barges which have left Rumanian waters. I have been informed, however, that the last 7 barges are still in the outskirts of TORNU-SEVERIN, their advance having been delayed by the laying of mines in the Danube.
