Depuis trois ans je subis la plus discourtoise ingérence de l'(273) amiral DECOUX dans les affaires de la Chine. Malgré les difficultés que trop de précédents me font redouter, (je pense que) mon devoir est absolu et que je ne saurais me soustraire à la mission dont V.E. a bien voulu me charger auprès du gouvernement japonais. Le télégramme que V.E. a bien voulu m'(envoyer) sous le numéro 127 me confirme dans cette (décision). N° 1786 of 15 March*, section 1, on the organization and functioning
of the government departments responsible for the fixing and control
of prices.

1. Price-fixing.

A. A system of prior ratification of decisions
pertaining to prices of local products.

a. For products of Indo-China as a whole:
ratification secured by decree of the (?Commanding General?) issued
after opinion from a central price commission under the chairmanship of
the Director of Economic Affairs.

b. For products of Industrial --G-- and
eventually certain agricultural and forestry products; prices fixed
by decree of the local chief administrative officer, issued after
opinion from a local commission.

c. For handicraft and farm products,
produced in the provinces and for consumption in the provinces; price-
fixing by the mayors or heads of provinces after opinion from a
provincial commission.

d. For service trades; procedure for
price-fixing according to the same principles.

e. For certain farm products of interest
to Indochina as a whole and subject to a government monopoly arrange-
ment (jute, ramie, cotton, --1M-- --1G-- etc.); price-fixing at the
production level by decree of the Governor-General.

B. --G-- system --2M-- permitting control of
prices at the distribution-level on local and imported products subject
to price-regulation. The control is under the jurisdiction of local
price commissions.

Representativesb of production and of public facilities and military departments concerned, notably the customs (administration?), are representedb on these commissions. With a view to --1M-- ratification of prices, the local commissions are entrusted with the investigation of illegal price-raising cases before their presentation to the local chief administrative officer.

Matters of a particularly serious nature are turned over by the central price commission to the special criminal court established by the law of 17 September, 1941 modifying the law of 25 June 1941 promulgated (?in?) Indo-China 25 June 1941 --G-- economic police --3M-- (Part 2). The economic police at the office of each (?branch?) of the criminal investigation department comes under a special section for suppressing black market activities --1G-- under the direction of a commissioner of the criminal investigation department assisted in the provinces by commissioners and assistant commissioners. The force in Tonking consists of 8 Europeans, 12 Indo-Chinese (?2?) Annamese (?and 5?) Cochinchinese and 10 Cambodians --4M-- 4 and --?M-- information (?upon?) decrees sanctioning the keeping in stock and the buying up of stocks --G-- manoeuvres interfering with the supplying of the colony.

In each region the control of prices is the responsibility of:

A. Special administrative officials or recruited agents at the disposal of the presidents of the local price commissions.

B. Specially empowered officials or collectors from various administrations --M-- Customs, Goods and Forests, Railroads, or monopolies --G-- in a general way --G--.

Renseigné sur les projets alliés, au sujet de l'importance attribuée au (rôle) chinois dans le plan général d'encerclement qui se dessine contre le Japon, l'état-major japonais, ayant pu disposer de ... (divisions et renforts) nouveaux grâce à l'appel de plus d'un million de réservistes ... retraite d'une dizaine de divisions de Mandchourie et les ... s'efforce en 1944 de liquider l'incident de Chine, ou (au moins) de (gagner) des positions avantageuses, permettant d'... la résistance de la Chine avant qu'elle puisse être débloquée.

L'attaque (lancée) par l'armée japonaise de Chine du Nord dans le Ho-Nan a permis le 24 mai la prise du (groups missing) de Loy(ang) (et le) (bombardement) de l'aéroport de (Yenshihi), dans le (262) ... de la (Lo).

Plus de trente divisions chinoises, distribuées en (dix-sept) armées sont engagées pour empêcher une progression plus tard dans la Gu ... ja ... le ... du Longhai et en direction de la ... de la (Han), voie classique d'(invasion) de la Chine. Les Chinois de la cinquième sphère de guerre (général LITSUNJE(N)) contre-attaquent entre le chemin de fer Pékin-Hankou et les monts Funju et viennent border le cours de la rivière Sha entre Lushan et Yenchang.

L'armée japonaise de Chine du Centre, après avoir (saisi) un instant la communication (groups missing) descendant de Chine du Nord, a dirigé son effort (263) principal vers sud et a déclenché le 27 mai au sud du lac Tong-Ting une opération d'envergure contre Tchang-(Sh)a.

Cette poussée générale nord (Hunan), qui vise à l'ouverture des communications directes Pékin-Canton, via Hankeou, ou à contrôler la ... et à occuper les aéroports établis dans la province (Hou-Pé), du sud de la Chine, n'a pas réussi jusqu'ici à détruire 18 gros des armées chinoises.
