l'Indochine. Du ... ... le gouvernement général a envoyé l'an dernier

pour ne pas contrecarrer sur un plan relativement secondaire les désirs
du docteur TSU-MIN-YI, de répondre favorablement à ses (demandes).

Le docteur TSU-MIN-YI qui, en raison de sa ..., s'intéresse

Le voyage de M. STAHMER, à ... (celui) qu'avait fait il y a un an son prédécesseur le général OTT, serait organisé, m'a-t-on dit, sur l'invitation de l'armée à visiter les territoires occupés et les champs de bataille du sud.

Le bruit m'était parvenu il y a un mois que l'ambassadeur d'Allemagne poussait à une offensive japonaise sur le front birman et s'occupait activement de la question indienne (M. BOSE, il ne faut pas l'oublier, est venu en Extrême-Orient avec l'aide allemande). Sans pouvoir me prononcer sur la valeur de cette information il ne me semble cependant pas impossible de considérer le présent voyage comme destiné à souligner dans un but de propagande les efforts communs du Japon, de l'Allemagne et aussi des Hindous "libres".

mais ils ont été convenablement traités ... ... des effets chauds et recevant leur nourriture de l'intérieur. Le huit février ils ont été transférés à la prison centrale où ils sont dans de meilleures conditions de logement.

Le moral de M. MELCHIOR est excellent mais il est en assez mauvais état de santé.

MM. MELCHIOR, REQUIEN et SUZUKI ont été conçonnés d'avoir violé la loi sur la protection des secrets militaires. Après deux mois d'enquête la police militaire (ne s'est) pas prononcée. Elle a transmis l'affaire au procureur civil en recommandant une enquête (136) supplémentaire d'un mois jusqu'au 8 mars. Ce procureur discute l'affaire avec le conseil d'ambassade." J'ai utilisé auprès du directeur politique les arguments suivants:

I. Le mauvais état de santé de M. MELCHIOR.

II. La loi sur les secrets militaires est rédigée de telle façon que n'importe qui peut être incriminé puisqu'elle punit même la divulgation involontaire des secrets militaires. La question de degré joue beaucoup dans ce cas, or il est notoire que dans 1(e) ... la conduite de M. MELCHIOR n'a jamais été anti-japonaise. Si en voulant défendre les intérêts français il a mécontenté gravement le conseil d'ambassade japonais il était toutefois poussé par des motifs parfaitement honorables.

Par décision du 1er février 1944, gouvernement de Nanking
vient d'apporter de profondes modifications au tarif douanier chinois.
D'une part les droits spécifiques traditionnels seront remplacés par
des droits ad valorem, d'autre part la base-or adoptée en ... pour le
calcul des droits (système des "gold units") n'est pas maintenue. Ainsi
que le sait V.E. les (tarifs) douaniers chinois constituent la garantie
de la plupart des engagements financiers de l'état chinois à l'égard
de l'étranger. Aucun paiement n'a été effectué sur la base de cette
garantie depuis 1939.

envoyé de Saigon le 31 janvier par le correspondant de l'Asahi:-

Indochine, en ce qui concerne le riz, a plutôt
à se préoccuper d'un bon écoulement des récoltes toujours en
excès, que de l'accroissement de la production. Il s'agit
de diriger le plus rapidement possible sur la Chine, Malaisie,
et les pays des mers du Sud les quantités de riz nécessaires à
ces contrées. A cette fin les autorités françaises offrent
une bonne coopération au Japon et des rizières sont construites

Le directeur politique m'a répondu, en me demandant d'abord ma parole d'honneur de tenir ce qui suit secret sauf pour V.E. :

"(La) décision définitive n'est pas encore prise; ministre des Affaires étrangères travaille à une issue favorable et espère d'ici quelques jours vous donner de meilleures nouvelles. Mais en tout cas, les charges relevées sont telles que MM. MELCHIOR et REQUIEN devront quitter le Japon."
