La première eut lieu hier 29 décembre.
Je réglai d'abord avec le ministre, dont j'ai signalé déjà la manière rapide lorsqu'il s'agit de déblayer le terrain, trois questions pendantes.
Je me plaignis qu'en dépit de la parole formelle de M. ATCHIEALIN, secrétaire général des Affaires étrangères, donnée la veille de mon départ et après plusieurs démarches du chargé d'affaires, les 17 millions de francs suisses offerts à la vente de notre bateau ne soient pas encore payés (1743) deux mois après la vente. Le ministre me répondit qu'il avait eu des difficultés avec les financiers qui insistaient pour que le montant des réparations de l'ADOUR soit fixé avant que le paiement soit exécuté. Mais il ajouta qu'il avait obtenu ... de ... ... les 17 millions seraient immédiatement versés, une provision d'un million étant disponible pour les réparations en question ainsi que je l'avais suggéré.
Je protestai ensuite contre le fait que, malgré la même parole, on avait fait des difficultés pour virer au compte de l'ambassade les fonds nécessaires au fonctionnement de notre poste diplomatique ...
