Contraire à ce qui avait été d'abord décidé, et sans doute sur la demande de l'ambassadeur de l'Allemagne, M. NOUMAN MENEMENJOGLU a reçu ... la presse de l'Axe. A dit à ces journalistes que, puisqu'ils avaient pu lire ses déclarations à leurs collègues turcs et alliés il ne se répéterait pas et qu'il leur demanderait de lui poser tout de suite des questions.
Un journaliste ayant demandé si l'affirmation télégraphiée du Caire par le correspondant d'agence REUTER, et suivant laquelle la Turquie allait prendre une part plus active (dans la) guerre, était exacte, le ministre répondit: "Non, notre politique reste inchangée. J'ajoute que, lorsque je dis que notre politique reste la même, cela (1697) veut dire que notre attitude envers l'Axe demeure inchangée. Le renforcement de l'alliance avec l'Angleterre n'implique en aucune façon un changement dans la politique extérieure de la Turquie."
Interrogé ensuite sur les relations russo-turques, M. MENEMENJOGLU déclara qu'elles étaient presque aussi cordiales et aussi "fortes" que les relations turco-britanniques. Le ministre déclara enfin que le problème russe "avait été traité au Caire, et que, sur ce problème, les Anglais...à temps comme...des Russes."

Nous avons communiqué à l'attaché commercial hongrois en lui laissant copies, les documents afférents à l'expédition le 12 novembre de 50 gazogènes et nous lui (faison savoir) d'autre part les numéros des licences relatives à l'envoi de 50 autres gazogènes. On peut espérer que l'expédition (Part 2) de ces derniers aura lieu dans une semaine, les autorités allemandes ayant déclaré qu'elles viseraient les licences.
En conséquence nous avons insisté auprès de l'attaché commercial afin qu'il (demande) à son gouvernement de commencer sans plus tarder les expéditions de tabac. Cet attaché commercial a promis de télégraphier dans ce sens le jour même à Sophia.

La position du décanat est encore en suspens. Bien qu'en fait la première place ait été occupée par l'ambassadeur d'Allemagne aux obsèques de M. HENRY, le compte-rendu officiel du Gaimusho met en tête du corps diplomatique l'ambassadeur de l'U.R.S.S. ... ... ...
D'un autre côté, l'ambassadeur de l'U.R.S.S. a envoyé aux chefs des missions neutres de Tokyo ainsi qu'à moi-même une lettre portant en substance que dans les circonstances actuelles ... ... d'ambassadeur neutre "non-belligérant", il semble préférable de voir occupé le décanat par le plus ancien des ministres neutres.
