Sofia a de nouveau été survolée hier après-midi par une trentaine de bombardiers américains accompagnés de chasseurs. D'après les premières identifications, des bombes ont été lancées sur les voies et installations ferroviaires de la gare de triage. En outre, d'autres avions auraient attaqué à la (bombe) les régions de Radomir et de Dolna-Bania. Quelques appareils auraient été abattus. On ne déplorerait qu'un petit nombre de victimes parmi la population. Ce bombardement n'a fait qu'accroître l'émotion considérable causée ici par le raid du 14 novembre (mon tél. 591) et par les mesures d'évacuation qui l'ont suivi.

Le président du Conseil s'en est fait l'interprète (621) hier au Sobranie. Le directeur des traités ... la réponse suivante: "Il est exact que l'article 12 de la convention de ... prévoit l'alphabet (latin) mais l'article 13 prévoit également des (alternat)ives au cas de la conclusion d'arrangements particuliers; emploi de l'alphabet japonais de l'avis du Gouvernement japonais (aurait été) prévu par ledit article (13). Le Japon et Siam ont conclu en outre un arrangement particulier pour l'emploi de l'alphabet japonais alors qu'il s'agit de deux pays ayant signé la convention de ... revisée au Caire.

De même France a admis l'emploi de cet alphabet entre Saigon, Singapour ... ... ainsi qu'entre Saigon, Philippines, Hong-Kong (486). Il est hors de doute que ces mesures ont pour but de s'adapter aux conditions réelles d'existence en Orient créées par la guerre de la plus grande Asie et il est bien difficile de trouver une raison politique s'opposant à ce que dans le même esprit l'emploi de l'alphabet japonais ne soit étendu entre l'Indochine, Japon, Chine et Mandchoukow.

Il va sans dire que l'arrangement particulier en question devrait être conclu entre la France et le Japon. D'ailleurs le Gouvernement japonais espère que le Gouvernement français est prêt à prendre les mesures nécessaires pour conclure un nouvel arrangement particulier sinon permanent (du moins) provisoire pour l'emploi de l'alphabet japonais, à faire prendre en considération l'inspection des (conditions) existant Indochine et Japon et aussi l'attitude ...

Notre charge d'affaires Bangkok vient de passer quelques
jours Hanoi. J'en ai profité pour examiner avec lui, dans son
détail, (ensemble) des relations entre l'Indochine et le Siam

même chez ... dirigeants siamois des préoccupations très vives

amener certains entre eux à une réconciliation complète avec
