Je vous ai envoyé en clair sous nos. 1615 et 1614, extraits d'un discours prononcé il y a huit jours par le général SMUTS sous la présidence de LORD CRANBORNE et publié par la presse de ce matin. Je me rends (au) foreign office pour protester contre ces déclarations qui sont en pleine contradiction avec les tendances de la politique britannique vis-à-vis de la France telles qu'elles ont été si souvent exposées par le premier ministre et par M. EDEN ..... (Part 2) J'ai pris un autre rendez-vous avec LORD CRANBORNE - absent de Londres pour 40 h. - pour lundi matin.

J'ai déjà pu recueillir quelques indications sur conditions dans lesquelles le général a prononcé son discours.

Le général a parlé devant un groupe de parlementaires réunis en séance privée dans un local de la Chambre des Communes.

Le général a insisté, en prenant la parole, sur le caractère improvisé de son allocution (et) (Part 3) annoncé qu'il voulait seulement lancer quelques idées auxquelles il croyait qu'il était bon que ses interlocuteurs voulassent bien réfléchir. Son idée directrice était la nécessité d'un contrepoids à l'influence russe sur le continent. Nombre de ses auditeurs auraient été très effrayés "du caractère explosif" des idées émises.

Personne n'avait imaginé que les déclarations du général SMUTS puissent être rendues publiques. ... (Part 4) un certain nombre de parlementaires se sont alarmés de cette publication. Le secrétariat du ... a ordonné une enquête pour savoir qui avait donné autorisation de laisser diffuser un discours dont la maladresse tant vis-à-vis de la France que de la Russie, a été reconnue jusqu'à présent par tous mes interlocuteurs.
