(Il me semble) qu'une grande rosette serait une décoration trop élevée dans le cas particulier en question. Cela constituerait une précédent dont de hauts fonctionnaires japonais ne manqueraient pas de se prévaloir par la suite. Je crois donc que la plaque du dragon d'Annam ferait parfaitement l'affaire. C'est la décoration que vous avez accordée à M. MIZUNO, le ... chargé des affaires d'Indochine au ministère de la plus grande Asie, qui, dans la (hiérarchie) japonaise, (n'est pas) inférieur à M. HAR(A)GUCHI. J'ai donc fait demander officieusement au protocole s'il accepterait que l'intéressé fût nommé (155) grand officier du dragon d'Annam; il m'a été répondu par l'affirmative. Le ministre des affaires étrangères, ture organise à Angora, pour les diplomates tures, des cours de langues étrangères conduisant au bout de quatre semestres (dix heures par semaine) à un certificat de langue et, au bout de deux autres semestres, (même nombre d'heures hebdomadaires) à un diplôme de langue. Le programme du certificat de langue comporte des cours de composition, lecture et calligraphie, grammaire, traduction, littérature et vie sociale.

(811) Celui du diplôme de langue sera consacré à l'étude, pratique, phonétique, traduction, histoire de la littérature, et ... ...le, vie sociale et économique. Des conférences publiques sont prévues aux deux programmes. Le secrétaire général me prie demander l'envoi de deux professeurs français pour ces cours spéciaux.

J'ai appelé l'attention du Département, à différentes reprises, sur l'(effort) poursuivi (ici) par la propagande culturelle allemande et britannique ... ... en conséquence au plus haut point de saisir sans tard l'occasion que nous offre M. BERKER pour développer notre (influence) (4 groups unreadable) (812). Dans ces conditions je serais obligé au Département de me (soumettre) (d'extrême urgence) les noms de deux professeurs (groups unreadable). M. BERKER me demand que nous fassions nous-mêmes nos propositions pour le traitement des intéressés; il me paraît impossible, en raison de l'élévation du prix de la vie, de faire venir de France un professeur de valeur en lui offrant moins de mille (livres turques) par mois, comme le gouvernement ture n'accordera certainement (un) traitement aussi élevé, ... compte demander sept cent cinquante (livres turques). Je serais reconnaissant au Département de me faire savoir s'il pourrait combler la différence jusqu'à mille (livres turques) même si les Turcs n'accorderaient pas sept cent cinquante.

Nous avons parlé des modalités de cette rétrocession et j'en ai profité pour lui signaler la difficulté qui surgirait du licenciement éventuel de nos fonctionnaires.
