Le ministre des affaires étrangères, auprès de qui je m'étais
enquis de l'état des intérêts français dans les régions conquises par
le Japon, fait savoir qu'à Sumatra la "Société FINANCIÈRE DU CAOUTCHOUc"
poursuit son activité. Elle est placée depuis l'occupation sous
l'administration d'une organisation japonaise établie à Singapour
qui contrôle toute la production en caoutchouc de la Malaisie et de
l'Insulinde. Suit une liste de noms de trente-deux plantations que
je vous télégraphierai seulement si vous le jugez utile.

De son côté notre vice-consul (à) Batavia m'écrit qu'il a pu
se procurer des renseignements sur les sociétés ... javanaises dans
lesquelles M. LION votre ... (190) a des intérêts. Les autorités
militaires japonaises ont constitué un organisme qui réglemente et
contrôle l'activité de ces sociétés et met à leur disposition les
crédits nécessaires à leur fonctionnement et à leur entretien.

Toutes les plantations sont en excellent état. M. DE TRIEST
intervient auprès des autorités en faveur de toutes ces entreprises
et il me (fait savoir) que leur situation doit dans les circonstances
actuelles être considérée à satisfaction.

Je me trouve pour une question de titre en difficulté pour agir au nom de l'Etat dans la vente de l'ancienne ambassade et dans l'acceptation ... légal de ... .

Au moment où mon prédécesseur s'est retiré, l'ambassadeur des E.U. avait exprimé le souhait qu'aucun remplaçant ne put être trouvé et exerça une pression ... auprès du Gouvernement argentin. Celui-ci avait donc adopté une solution discrète. Le fait que je n'appartenais pas au personnel de notre ambassade lui permettait en effet de ne me reconnaître que comme "chargé provisoire des affaires" et non comme chargé d'affaires.

Il m'avait paru inopportun à l'époque d'insister sur ce point ce qui eût risqué de remettre en question le maintien de notre représentation. Le Gouvernement argentin en retour m'a accordé l'appui le plus confiant et me traite à l'égal de mes collègues du corps diplomatique. Dans ce (pays) où compte tant les relations personnelles et dans un moment où l'apparition (237) de tout le personnel nouveau français provoque des commentaires ... ... ... campagne politique ... l'essentiel est qu'on se soit ... à moi et que ... puisse remplir librement mes fonctions.

Il n'en reste pas moins que vis-à-vis des juges ou des notaires je ne puis pour la validité des actes figurer à titre de fonctionnaire extérieur à l'ambassade assurant l'expédition des affaires courantes, substitution d'un chargé d'affaires dissident ou d'un ... révoqué.

Si V.E. ... par un arrêt dont ... m'indiquerait ... ... sorte ... valeur poste vacant de conseil de cette ambassade comme l'avait été mon prédécesseur je le ...rais au protocole et obtiendrais automatiquement le "titre" de chargé d'affaires de France sans que ce détail provoque au dehors les mêmes ... qu'en décembre dernier.

Cela permettrait en outre de titulariser M. NASA ... où il réussi ... et de lui adjoindre éventuellement un des agents fidèles du Brésil.

Le ministre des affaires étrangères va donc envoyer sous peu des instructions dans ce sens à son consul à Tientsin et Hankeou. Toutefois M. SONE a nettement marqué les réserves qui doivent accompagner une telle procédure.

I. Il s'agit d'un arrangement officieux. Le Gouvernement japonais entend que d'autres intérêts neutres associés à des biens ennemis ne puissent pas se . . . .

II. Les . . . compétences conjointes des ministères de la plus grande Asie exigent que le ministre des affaires étrangères se mette préalablement d'accord avec cette administration.

III. (201) Les consuls du Japon n'ayant pas le pouvoir d'imposer leur (opinion) aux autorités militaires, tout dépend en définitive des rapports personnels qui existent sur place entre les différentes parties en cause.

Conformément (à) ce qui a été fait à Shanghai aura lieu que nos consuls n'accréditent pas officiellement auprès de leurs collègues japonais les directeurs de la (BANQUE DE ?) à Tientsin et à Hankeou . . . qui paraissent devoir mieux tenir compte des susceptibilités japonaises autant que possible.
