Je me réfère à la lettre du cette ambassade du 10 mars dernier.

M. PAUL HUGO, professeur agrégé de droit détaché à l'université de Sao-Paulo, recevait depuis son arrivée en 1939 jusqu'au 1er février 1943 une indemnité globale de 54.000 francs, établie sur des bases trop faibles. Il a bénéficié depuis cette dernière date de la majoration de 50 pour cent accordée à tous les professeurs français détachés au Brésil. Il se trouve néanmoins receveur (d')une indemnité moindre que celle de ses collègues de l'enseignement supérieur et que celle de plusieurs professeurs de l'enseignement secondaire.

Je vous serais reconnaissant (238) de m'autoriser à verser à M. HUGO un complément d'indemnité qui lui assurerait les émoluments d'un membre de l'enseignement supérieur. Il pourrait par exemple recevoir une mensualité égale à celle de M. GA... qui est avec lui le seul professeur d'enseignement supérieur à Sao-Paulo. Cette mensualité est de 9.500 francs.

II. Je n'ai jamais entendu parler auparavant des négociations avec les autorités canadiennes auxquelles font allusion les (2543) memes messages. Je vous prie de me renseigner.
III. Il me paraft vraiment inutile que je vous envoie des instructions et vous persistez à prendre des initiatives dont certaines sont directement contraires aux intentions du Comité de la Libération.
IV. (Je vous) ai enfin écrit que celui-ci désire réarmer les (2544) navires bases en Angleterre et qui ne sont pas actuellement dotés de personnel français. Nos disponibilités seront insuffisantes pour y parvenir. Donc il n'y a pas (lieu) de demander la cession de navires américains.
V. (Je) désirerais (2545) savoir ce que vous entendez et ce que l'administration américaine entend par cession et quella idée vous vous faites du régime juridique sous lequel seraient placés les navires cédés.

Le commissariat aux Finances me fait part demande de transfert $55.000 que "l'œuvre franciscaine des missionnaires de Marie au Maroc" vient d'adresser à l'office marocain des changes en faveur de ses maisons à New York et au Canada.

La somme précitée représente, paraît-il, le remboursement d'une dette contractée auprès des dites maisons par œuvre marocaine. Etant donné que la réalité et l'exigibilité de cette dette ne (2) sont pas nettement justifiées à ses yeux, le commissariat aux Finances voudrait obtenir quelques renseignements au sujet de l'établissement créditeur.

Je vous serai donc très obligé de nous renseigner à cet effet. Le commissariat aux Finances serait disposé à autoriser le transfert s'il présente un avantage sérieux du point de vue des intérêts français.
