Après l'obtention d'un navicert, les services économiques de l'ambassade avaient procédé à l'achat de 1.224 tonnes de matériaux divers, représentant 854.000 pesos environ, à charger la semaine prochaine sur le (CA)BO DE LA NUENA ESPERANZA.

Ce matin l'ambassadeur de la Grande-Bretagne a fait savoir au président de la Croix-Rouge argentine que le navicert précité était retiré, et qu'il appartiendrait au Gouvernement français qui se constituera en Afrique du Nord d'effectuer les démarches nécessaires pour la délivrance d'un nouveau permis; j'ai demandé pourtant à M. VIGNAU, qui m'a promis de la faire, de renouveler ses instances.

Je réponds à votre tél. 126ᵉ du 21 septembre.

A - Plusieurs de mes télégrammes dont les plus récents portant
les numéros 238 à 240 et la date du 28 août ont fourni à V.E. l'essentiel
des observations que j'ai pu faire au sujet des émissions entendues au
centre-américaine et qui sont, mes semble-t-il, fort précises.

B - L'appareil que j'utilise est ... et en excellent état
de fonctionner. Il reproduit clairement et avec une intensité (variable),
mais toujours suffisante, les émissions italiennes, anglaises et nord-
américaines.

C - Je me suis attaché à recevoir les trois émissions suivantes
de la "Voix de la France":-

I. 19 heures (heure Guatemala) (280) soit 1 heure 0 M T.

II. 21 heures 15 (heure Guatemala) soit 3 heures 15 0 M T

III. 11 heures (Guatémala) soit 17 heures 0 M T.

D - De ces trois émissions les deux premières sont à moins de
conditions atmosphériques favorables généralement bonnes. La troisième
est mauvaise.

E - Elles avaient constamment à subir les interférences des postes
étrangers cités dans mon télégramme 98-99 du 14 avril 1942 soit:

I. Les émissions de 19 et 21 heures 15 sur 31 mètres 51 les
interférences des postes W G E A et W G E O de Schenectady travaillant
(281) sur 31 mètres et 9530 à 9550 kilocycles ainsi que du poste A E W W
de Mexico travaillant sur 31 mètres et 9503 kilos.

A certains moments Schenectady et Mexico se rejoignent
et étouffent complètement le poste français.

II. L'émission de 11 heures sur 19 mètres 68; les interférences
des postes W L et W O de Cincinnati qui travaillent toujours comme
fixé par mon télégramme 79 du 20 mars 1942.
