Désirant procéder au Mexique pour faire des
conférences philosophiques, M. YVES SIMON, professeur à
l'UNIVERSITE DE NOTRE DAME et immatriculé, attend le
renouvellement de la validité de son passeport. Notre
compatriote n'a cessé depuis l'armistice de prendre
viollement et publiquement position notamment dans la presse
américaine, contre le Maréchal et notre Gouvernement. Il a
approuvé en juin dernier par une lettre adressée au Chicago
Sun, qui l'a publiée, l'éditorial qui prenait la fin de la
"Vichy Fares"; il avait publié dans "The Commonweal" du 4 avril
1941 un (15) méchant article sous le titre "France under the
Swastika". Je serais reconnaissant à V.E. de bien vouloir
me faire savoir s'il y a lieu de ... au désir de M. SIMON.
L'ambassadeur consulté par mon soin sur l'avantage d'un
refus de notre part n'a pu que m'inviter à référer au Département.

au titre de sa pension militaire ancienne, je serais reconnaissant à V.E. de
bien vouloir me faire savoir si un texte peut m'autoriser à effectuer ce
paiement qui pourrait alors être fait en France auprès de ses fondés de
pouvoir.

Restant volontairement aux E.U. où il gagne sa vie, alors que tous
les officiers de la mission de remonte qu'il dirigeait sont rentrés en France
après l'armistice, le commandant ci-dessus mentionné ne mérite pas, je crois,
la faveur de toucher en dollars la somme qui lui revient. Sans appartenir
au mouvement dissident qui rencontre néanmoins toutes ses sympathies, M. ...
qui a déjà pris ses "premiers papiers" de (20) naturalisation - simple
déclaration d'intention - trahison d'ailleurs de ses vrais sentiments lorsque
se basant sur des nécessités militaires des nations en guerre avec l'Alle-
magne, il se prononce dans ses conversations contre le ravitaillement des
enfants de la zone non-occupée ou qu'il approuve les bombardements aériens
(dont nos) populations sont les victimes. Je me dois d'ajouter que son
influence étant très limitée, il ne saurait faire grand mal à notre pays et
ce d'autant plus qu'il respecte encore la personne du maréchal mais l'exemple
qu'il donne (n'en est) pas moins déplorable.

L'ambassadeur consulté sur l'avantage de la mesure proposée n'a
pu que m'inviter à m'en référer au Département.
