I. La méthode que vous envisagez ne soulève pas d'objection de principe de la PHENCH-AMERICAN BANKING CORPORATION. (Son) application est subordonnée à deux conditions également difficiles à réaliser :

A) Elle devrait être acceptée par les acheteurs.

Jusqu'ici deux des principaux importateurs, (ST-NDAND) BRANDS et ARMSTRONG CORE, ne paraissent pas disposés à se rallier à cette procédure et n'acceptent de payer les exportateurs qu'après l'arrivée des marchandises aux E.U.

(929) (930) III. La cause essentielle des retards dans le règlement des exportations nord-africaines provient probablement des délais d'écheminement des documents aux E.U. en raison des incertitudes des communications et des lenteurs de la censure.

Cette situation serait très largement améliorée si une série des documents originaux était expédiée sur le navire qui transporte la marchandise.

Notre attaché financier à Rio de Janeiro m'a signalé que les autorités américaines ont refusé d'autoriser le paiement d'un chèque de $18.978,17, émis le 19 août, 1941, par la BANQUE DE FRANCE sur J. P. MORGAN à New York au projet de M. ALFREDO AVELINO GUIMARÃES, directeur des postes commerciales.

J. vous serais obligé de bien vouloir intervenir auprès de la trésorerie américaine pour qu'elle autorise le paiement de ce chèque.

Celui-ci a été émis en règlement du compte général des colis postaux échangés entre la France (708) et le Brésil pendant l'année 1939. Il représente la contre-valeur en dollars du montant du solde débit français de francs or 56.092,18 après compensation des sommes que se doivent ... les deux administrations intéressées.

Je vous signale que le paiement était effectué en dollars américains de la part des I'office des postes de Rio de Janeiro.
