Il a donné la mesure de sa collaboration en s'associant à la ... tendant à une rupture diplomatique générale avec les puissances de l'axe. On trouve ici que l'abstention de l'Argentine aura pour effet de donner au Méxique un rôle directeur dans le groupe des pays américains satellites de la politique américaine.
