Les soucis du premier ministre (mon télé-
gramme suivant) devant l'amener à tarder encore de
me recevoir, je viens de voir le sous-secrétaire
d'état des A. E. Comme je m'y attendais, il me
dit que les négociations relatives à Saint Pierre
sont en cours à Washington et que Canada se val-
ierait à tout accord à ce sujet. Sur mon insistence,
il a précisé que son gouvernement n'avait pas de
point de vue spécial à faire valoir, son seul
désir étant de "régler l'affaire avec le minimum
de ... et de crainte de ...". ... également tenté
d'invoquer le cours de l'opinion publique, mais
je lui ai ajouté (?) que surtout à la suite des de-
clarations de ...POISSON son orientation était ...
... . Ayant à porter ces jours-ci le courrier
à New York, je compte y rencontrer l'Ambassadeur
de France à Washington-Communiqué à Washington.

Le fait essentiel est l'institution d'un Plébiscite pour délivrer le gouvernement des en- gagements antérieurs - (c'est à dire, si nécessaire, conscription pour le service outre mer). Augmentations des corps expéditionaires. Service sélectif des hommes et des femmes. En outre, accord avec les provinces en vue de mobilisation des fonds finan- ciers du pays jusqu'à leur extrême limite, et con- tribution à la Grande Bretagne sous forme d'envoi de grande quantité de munitions et d'approvisions. Bref, effort total militaire, financier, matériel.

Des la reprise des travaux parlementaires,
Monsieur CHURCH a rappelé au Premier Ministre ses
questions concernant la légation française (ma
lettre No. 36 du 23 Novembre). M. Mackenzie King
a répondu qu'il n'avait pas l'intention d'en pro-
voquer la fermeture pour un moment. Il a ajouté
que lors d'une conférence de Presse ..., il avait
prié M. Churchill d'exposer lui-même les raisons
qui lui font désirer le maintien des relations avec
France. Celui-ci avait dit qu'il souhaitait ce
maintien et qu'il l'autorise à faire savoir claire-
ment et sous sa responsabilité que tel était bien
son désir. Le gouvernement, a continué M. Mackenzie
King, entendre collaboration entière avec le gouverne-
ment britannique et nous estimons qu'à cet égard nous
l'aidons d'une manière utile à tout.
