Nous ne doutons pas que l'avantage majeur que présente pour
les relations commerciales et maritimes franco-américaine la
sécurité des bâtiments assurant ces relations, ne l'(emporte)
largement aux yeux du Département d'Etat sur les inconvénients qui
résulteront, pour la rapidité des chargements et la rotation des
navires de l'escale de nos bâtiments a la Nouvelle-Orléans plutôt
que New York.
Vous marquez d'ailleurs que ces inconvénients n'avaient
pu être évités en raison de la récente décision américaine (1337)
d'envoyer désormais nos navires faire leur plein de maşout a
Carapito avant leur mise en route vers les ports français. Je
rappelle que la (distance) de New York a Carapito est sensiblement
la même que celle de la Nouvelle-Orléans à ce dernier port.
III. Compte tenu des indications des paragraphes qui
précédent (il ne serait) plus possible d'envoyer l'INDIANA subir

Je serais reconnaissant a V.E., si elle n'avait pas d'objection, de prolonger ce détachement pour une nouvelle période d'un an. L'Université d'Etat de la Louisiane a Baton-Rouge tient d'ailleurs beaucoup (a) conserver le concours de ce professeur supplémentaire, lui permettant de terminer les recherches qu'il a entreprises sur la maladie de la canne a sucre. Vu l'attitude politique irréprochable de l'intéressé et le renom dont il jouit ici dans les milieux scientifiques, je donne un avis favorable à cette demande.

Après examen de la question et sous réserve de l'avis favorable de la C.A.A., le Gouvernement français est en mesure de faire au Gouvernement américain la proposition suivante:
1° Aussitôt que l'INDIANA pourra être mis en service après ses réparations, ce bâtiment serait affrété pour trois mois à la Croix Rouge internationale et sous pavillon suisse (syrien?) sur le parcours Atlantique, à fixer l'accord entre le Gouvernement américain et cette organisation.
2° En contre-partie il s'agit entendu que:
a) Le MONT EVEREST serait immédiatement mis en route sur Marseille avec la cargaison de la Croix Rouge envisagée (1344) et ultérieurement affectée au trafic E.C.-Afrique du Nord.
b) À l'expiration de l'affrètement de l'INDIANA, le Gouvernement français examinerait avec le Gouvernement américain l'utilisation nouvelle à donner éventuellement à ce navire, compte tenu de la situation du moment et de l'importance qu'auront à cette époque les échanges franco-américains.
Je vous serais obligé de me faire connaître le résultat de votre démarche.

(Il serait) d'autre part très difficile de vous faire parvenir par
voie aérienne la liste de personnes américaines auxquelles pourrai t
être fait le service des meilleurs ouvrages parus en France. La
seule solution possible me paraît être d'adresser ces livraisons à
cette Ambassade à bord des navires venant de l'Afrique du Nord.
(Elles seront) réparties ensuite parmi les personnes américaines
les plus indiquées.
Je vous serais obligé de me faire savoir si cette

les plus ... pour le Gouvernement français. (Bien que) la convention
franco-mexicaine de 1886 ne soit plus en vigueur, le Gouvernement
mexicain est disposé à se conformer en pratique aux dispositions de
son article 8. L'(accord) pourrait être limité à l'utilisation
des services du MERCPE pendant la durée de la guerre.
Il pourrait s'étendre à la propriété du navire,
et légitimer le versement d'une indemnité préalable. Dans ce
dernier cas nous pourrions ... le droit pour l'armateur de rentrer en
possession du navire à la fin des hostilités. Le Gouvernement
mexicain accueillira toute suggestion que formulerait le Gouvernement
français à cet égard. En ci qui concerne l'équipage (34 hommes)
les autorités mexicaines feront le vote pour son rapatriement. Je
serais reconnaissant à V.E. de me faire connaître ses instructions.
