Notre réponse est en préparation et vous sera communiquée en même temps qu'elle sera remise à l'Ambassadeur des E.U.

"Le Président est naturellement profondément désireux que les vaisseaux de guerre français qui se trouveriet actuellement à Alexandrie ne tombent sous aucun prétexte entre les mains des forces militaires ou navales allemandes ou italiennes. Le Président est également profondément désireux de voir ces navires restitués à la France à la fin de la guerre. Il en a informé le Gouvernement britannique et soumet la proposition et l'offre suivantes au Gouvernement français.
"Le Prisident propose que les navires français à Alexandrie soient placés sous la sauvegarde des E.U., cette mesure comportant le passage des navires français par la mer veré un port convenu (1379) d'(être) sûr et éloigné, pour la durée de la guerre, soit aux E.U. soit dans d'autres ripubliques américaines, avec la garantie de la restitution des navires français à la France à la fin de la guerre.

Le Gouvernement français affirme de nouveau (que tous) les bâtiments de guerre français ne peuvent que rester français, ce qui d'ailleurs est conforme aux conventions d'armistice. Dans les circonstances (1376) actuelles le Gouvernement français envisagerait volontiers que nos bateaux puissent regagner librement le port français le plus proche.

II. Le 2 juillet je remettais à M. TOCK une seconde note communiquant au Gouvernement américain le texte des deux communications suivantes qui me sont parvenues ce même jour:

A) "Le commandant (amiral) allemand reconnaît que les instructions données aux forces maritimes françaises d'Alexandrie sont conformes à la convention d'armistice. Il donne en même temps l'assurance qu'il agira en conformité avec l'article 6 de cette convention à l'égard de tous bâtiments de guerre français qui viendraient à être trouvés à Alexandrie pour autant qu'ils auront exécuté (1377) complètement les instructions données par l'Amirauté française".

B) "... décident de s'en tenir ... à la convention d'armistice et n'émettent aucune ... sur les bâtiments de guerre français dans quelque condition qu'ils se trouvent à Alexandrie." La note française se termine par les deux phrases suivantes, "Le chef du Gouvernement français demande au Gouvernement fédéral de prendre note de cette communication qui fait suite à celle qu'il a déjà reçue par du Gouvernement français.

Je vous envoie ci-après ... le texte ou le résumé des
communications échangées les 1, 2, 3, et 5 juillet entre les Gouvernements
français et américain (à) l'intermédiaire (de) l'Ambassadeur des E.-U.
à Vishy au sujet de l'escadrille française qui se trouve à Alexandrie.

I. Le 1er juillet 1942 M. TUCK ayant pris l'initiative de s'in-
former, "à titre personnel," de la position du Gouvernement français
dans les circonstances actuelles en ce qui concerne l'escadrille
française qui se trouve à Alexandrie, je lui ai remis la note suivante:-
Le Gouvernement français désire, (partout) les moyens, (protéger)
l'escadrille française qui se trouve à Alexandrie.

Si les forces britanniques doivent évacuer Alexandrie
(1375) le Gouvernement français n'(accepte)ra pas que nos bateaux soient
molestés par ces forces avant leur départ. Ils se défendront donc par
tous les moyens dont ils disposent.

L'amiral GODEPHOY, chef de l'escadrille, a reçu l'ordre de
refuser de suivre les Anglais dans leur retraite.

Si un nouvel attentat comme celui de Wers-cl-kebir devrait se
réduire les conséquences en purulent gruves.
