Le Gouvernement français vient d'apprendre que le groupe de NAYOTTE et DEACUDSI, dans l'archipel français des CONGRES, a été occupé le 2 juillet par des forces britanniques. Le Gouvernement français proteste contre cette nouvelle violation de territoire placé sous sa souveraineté. Il demande que les forces étrangères qui s'y trouvent, les évasuent au plus tôt, et réserve formellement tous ses droits (sur ce) territoire. Il souligne dès à présent que les dommages causés à l'État français ou à ses ressortissants par l'occupation de ces îles devront donner lieu à indemnité.

Je suis à nouveau intervenu auprès du Département d'Etat afin de lui faire confirmer son accord pour l'envoi de livres français aux E.-U. par la ligne des Antilles.

Je n'ai pas encore reçu de réponse à cette communication.
Pourtant, après étude de la question, si le problème du transport peut être résolu, il me semble utile de communiquer dès maintenant au Département les propositions suivantes.
I. Il serait nécessaire qu'un consignataire ... fût désigné à New York. Je suggère la (Librairie) française de New York qui paraît en premier (lieu) favorable.
II. La loi américaine exige que tout livre étranger porte ... la mention du pays d'origine.

Nous nous exposerions donc aux (amendes) très élevées si la mention "Printed in France" n'était pas sur chacun des exemplaires.
III. (2656) La (Librairie) française ne pourrait pas assurer e.lemême la vente (et la) livraison.

Elle propose que le chargement en soit confié an departament étranger de la maison d'imprimerie BRENTANO, la meilleure ... du marché américain.

Message Nos. 2661-2665

Un communiqué du Département de la Guerre a annoncé ce matin que l'amiral STARR, chef des forces navales américaines dans les eaux européennes et le brigadier-général (CHARLES) BOLTE, chef de l'état-major de l'armée d'Europe, avaient été nommés à titre de ... comme représentants militaires des E.U. auprès du Comité national gaulliste. Un laissant prévoir ce matin cette nouvelle, des dépêches de Washington d'allure officieuse indiquaient que cette double nomination n'avait aucune valeur de reconnaissance politique de l'organisation des Français Libres. Les E.U., qui collaborent déjà avec les Free French en Nouvelle-Calédonie et en Afrique Equatoriale ont jugé nécessaire d'accréditer aussi à Londres deux de leurs représentants militaires auprès de M. DE GAULLE pour des raisons purement pratiques.

(2662) Les divers motifs qui ont inspiré le Gouvernement des E.U. en ce domaine sont précisés dans le mémorandum du Département de la Guerre adressé à M. DE GAULLE et dont je vous transmets le texte ci-dessous:

chine à Yonan Pou, du compte bloqué de cette agence aux
E.U. à son compte bloqué personnel. Il serait nécessaire
que la Banque de l'Indochine à Yonan Pou obtint sumé-
quamment l'accord du Comité chinois de stabilisation, mais
en raison des difficultés de communication l'intéressé n'ar-

TUCK concernant la question de la flotte française d'Alexandrie et indique qu'une note a été remise par le Gouvernement franfais au Chargé d'Affaires américain rejetant les propositions américaines. La presse, obéissant évidemment à une consigne, me donne aucun ... a cette dépêche et garde le plus profond silence sur les négociations en cours. A sa conférence de presse hier M. HULL a répété qu'il n'y avait aucun nouveau développement dans cette affaire. Il a ajouté que la situation militaire en agypte avait pris un tour meilleur, il pense pour l'instant plus aux ... de la ... qu'aux conséquences d'une éventuelle ... britannique.
