M. CORDELL HULL a prononcé hier soir à la radio le discours annoncé. Le secrétaire d'Etat a parlé avec beaucoup de modération. Il a reconnu que les quatre libertés prévues dans la charte de l'Atlantique comme les bases du monde futur ne pourraient pas être appliquées (qu')après la fin des hostilités. M. CORDELL HULL a admis que chaque nation devait conserver le droit de rejeter ou non cet idéal américain ... de sa vie politique. Le secrétaire d'Etat a fait un appel direct aux puissances neutres de cet héminphère, et du reste du monde, leur demandant de se ranger à la cause des Nations-Unies, (2829) et de ne pas chercher plus longtemps à s'(isoler) du conflit en cours.
Ce discours fait de ... tout général (a reçu) l'approbation unanime de la presse, qui voit dans M. CORDELL HULL le philosophe des Nations-Unies, im... dans son idéal malgré (les) victssitudes des combattants.

L'ancien (ministre de Mexique) à Vichy, le général AGUILAR, a fait à son arrivée hier à New-York par avion transatlantique, des déclarations d'ordre politique qui manquent singulièrement de réserve diplomatique. Le (Ministre de Mexique) a donné aux journalistes un long compte-rendu de l'interview ... ... avec V.E. au début du mois de mai. Il a conclu "que LAVAL ne désire pas seulement la victoire de l'Allemagne mais qu'il désire aussi celle du Japon. L'intérêt de la France, (2831) d'après LAVAL, est d'ailleurs de voir le Japon gagner". Le général AGUILAR s'est plaint aussi dans les termes les plus violents de la manière dont V.E. concevait le problème de l'aide aux réfugiés espagnols. Il a ajouté que ses principaux efforts à Vichy avaient été de tenter en vain de (dissuader) le Gouvernement français de livrer au Gouvernement du général FRANCO les Espagnols réfugiés sur notre territoire.
Les Américains donnent naturellement la plus large place aux propos que M. AGUILAR attribue à V.E.

(une douzaine de jours au ... de la French Line) que le décharge ent de ces marchandises n'aurait pas manqué d'amener dans le départ du navire, de donner l'assurance que ces lots de cotonnade seraient, au moment du débarquement du navire à Casablanca, consignés à l'ordre du consul des E.U. dans cette ville en vue de leur réexpédition.

I. La C.A.A. n'a pas encore autorisé la mise en route d'un pétrolier sur Aruba.
