Le Gouverneur-général de l'Indo-Chine me fait signaler que le 9 courant douze avions ...... P. (40) ont (traversé) la frontière nord du Tonkin et lancé (six) bombes sur Qu(an)g ... et une vingtaine sur la ville et sur le port de (Haiphong). On signale dix-neuf morts dont un Français et dix-huit (Indo-chinois) et cinquante blessés dont deux Français.

La répétition de semblable attaque contre des centres ur (ba)ns, qui ne constituent pas des objectifs militaires, dont la population est française et annamite, ne manquerait pas d'avoir de sérieuses répercussions sur les (1570) rapports (diplomatiques).

Or le 19 mai dernier un ...... a été abattu dans la région de Laokai par la D.C.A. français et les soldats ... étaient américains. D'après ce précédent (je) pense que les équipages qui ont bombardé (Haiphong) étaient également de nationalité américaine.

Je vous prie d'attirer ......... attention du Département d'Etat sur l'(UTILISATION) faite en l'espèce par le commandement chinois de matériel et du (personnel) mis à sa disposition par le Gouvernement des E.U.

Me référant au télégramme de V.E. no:1569*, j'ai protesté auprès de M. SUMMER WELLES contre le bombardement aérien de Haiphong, en faisant observer qu'il n'y avait aucun Japonais parmi les victimes et que le renouvellement de semblables opérations affaiblirait la position française, qui a réussi jusqu'ici à éviter que le territoire de l'Indo-Chine soit utilisé comme point de départ d'une attaque japonaise contre la Chine.

M. SUMMER WELLES me déclara que Haiphong était un port militaire actuellement utilisé par les Japonais et que les E.U. sont résolus à atteindre leurs ennemis 18 ou (2994) ils se trouvaient. Il regretta que des Français et des Indigènes se trouvassent parmi les victimes, les objectifs ... aux avions américains n'étant, selon le sous-secrétaire d'Etat, que strictement militaires.

Dans un des rares articles consacrés depuis deux jours au second front on relève sous la signature de KINGSBURY SMITH ... bien informé, que les diplomates des Nations Unies à Washington considèrent l'Afrique du Nord comme une place mieux choisie que l'Europe occidentale. Le but: "On considère, écrit-il, dans ces milieux qu'un mouvement de diversion en Afrique du Nord comporterait moins de risques et aurait plus de chances de succès rapide qu'une tentative d'invasion du continent en Europe. Le but de mouvement serait de chasser les forces ... allemandes du maréchal HOMMEL d'Égypte et de Libye, de menacer (2953) d'envahir l'Italie et de forcer HITLER à occuper toute la France, l'Espagne et le Portugal. On croit généralement que si une telle offensive présente des chances de succès, l'Afrique du Nord française pourrait être gagnée à la cause des Nations Unies et que la position de la Grande Bretagne dans le Proche Orient se trouverait ainsi consolidée. Enfin l'obligation pour HITLER d'occuper toute la France, l'Espagne et le Portugal aurait pour lui plus d'inconvénients que d'avantages et l'obligerait à retirer des avions et des troupes du front russe.

Si l'appui de l'Afrique (2954) du Nord française pouvait être obtenu, un corps expéditionnaire américain pourrait peut-être traverser le Maroc français et attaquer les dernières des troupes du maréchal HOMMEL.

Les difficultés rencontrées par le Gouvernement français pour obtenir du Gouvernement américain le rapatriement des équipages (retenus a la Martinique depuis plus d'un an) du WINNEPEG et de l'ARICA ainsi que des (pêcheurs) de Grand Bank saisis en haute mer nous font redouter des obstacles de même nature au rapatriement de l'(équipage) du MERGPE.

Je vous serais obligé donc de prier le Gouvernement mexicain d'intervenir suprès du Département d'Etat pour obtenir que l'équipage du MERGPE soit conduit à la Nouvelle-Orléans d'où il prendrait passage à destination de Casablanca sur le navire de la ligne Nouvelle-Orléans-Casablanca. Si cette proposition ne pouvait absolument pas être retenue il y aurait lieu alors d'obtenir du Gouvernement américain l'assurance qu'il ne sera pas fait obstacle au rapatriement de l'équipage du MERGPE sur l'un des prochains vaisseaux en partance de Port de France pour Casablanca.
